จังหวัดภูเก็ตกลั่นกรองโครงการระดับจังหวัด เพื่อจัดสรรงบ ช่วยเหลือเกษตรกรและคนยากจน

เมื่อวันที่ 25 กันยายน 2558 เวลา 09.30 น.  ที่ห้องประชุมศูนย์ประชุมกลุ่มจังหวัดภาคใต้ฝั่งอันดามัน ศาลากลางจังหวัดภูเก็ตนาย ประเจียด อักษรธรรมกุล หัวหน้าสำนักงานจังหวัดภูเก็ตเป็นประธานในการประชุมคณะกรรมการบูรณาการกลั่นกรองโครงการในระดับจังหวัด โดยมี นาวาเอก บวร พรมแก้วงาม รองผู้อำนวยการกองอำนวยการรักษาความมั่นคงภายในจังหวัดภูเก็ต นายสายัณห์ ชนะชัยวงศ์ นายอำเภอกะทู้ และหน่วยงานที่เกี่ยวข้อง เข้าร่วม

นายประเจียด อักษรธรรมกุล กล่าวว่า ตามที่กระทรวงมหาดไทยแจ้งมติคณะรัฐมนตรี เมื่อวันที่ 1 กันยายน 2558 และวันที่ 8 กันยายน 2558 ได้เห็นชอบมาตรการส่งเสริมความเป็นอยู่ของประชาชนผู้มีรายได้น้อย มาตรการกระตุ้นการลงทุนขนาดเล็กของรัฐบาล และมาตรการส่งเสริมความเป็นอยู่ในระดับตำบล โดยได้จัดสรรงบประมาณให้ตำบลละ 5,000,000 บาท ซึ่งทางจังหวัดฯ ได้มอบหมายให้อำเภอแจ้งต่อคณะกรรมการหมู่บ้าน (กม.) หรือชุมชน จัดทำโครงการตามกรอบงาน มาตรการส่งเสริมความเป็นอยู่ระดับตำบล โดยให้อำเภอแต่งตั้งคณะกรรมการบูรณาการกลั่นกรองโครงการในระดับอำเภอ เพื่อทำหน้าที่ตรวจสอบ กลั่นกรองโครงการ และกำกับติดตามการดำเนินงานโครงการ โดยเรียงลำดับความสำคัญของโครงการเป็นรายตำบล และส่งให้จังหวัดภายในวันที่ 23 กันยายน 2558ที่ผ่านมา สำหรับแนวทางการจัดโครงการ เพื่อที่จะให้ได้รับการจัดสรรงบประมาณดังกล่าว จะต้องเป็นโครงการที่เกี่ยวกับการซ่อมแซมหรือบูรณะทรัพย์สินที่เป็นประโยชน์ต่อสาธารณะ รวมถึงต้องเป็นโครงการที่ส่งเสริมการพัฒนาชุมชนตามแนวทางเศรษฐกิจพอเพียง และต้องเป็นโครงการด้านเศรษฐกิจและสังคม โดยมีหลักเกณฑ์การตรวจสอบกลั่นกรองโครงการ ซึ่งประกอบด้วย โครงการจะต้องผ่านความเห็นชอบจากคณะกรรมการหมูบ้าน หรือคณะกรรมการชุมชนแล้ว และจะต้องไม่ซ้ำกับแผนงาน โครงการ กิจกรรม ของส่วนราชการหรือหน่วยงาน ที่ดำเนินการในพื้นที่ และต้องเป็นโครงการที่สามารถใช้ประโยชน์ได้อย่างต่อเนื่อง รวมถึงมีความพร้อมที่จะดำเนินการได้ทันทีและสามารถดำเนินการได้ภายในวันที่ 31 ธันวาคม 2558 รวมทั้งต้องเป็นโครงการที่ช่วยในการบรรเทาหรือแก้ไขปัญหาแก่ประชาชนในหมูบ้านที่กำลังประสบปัญหาในปัจจุบันและสถานที่ดำเนินการต้องเป็นสถานที่สาธารณะที่มีหนังสืออนุญาตให้ใช้ประโยชน์จากหน่วยงานที่ดูแล หรือหากเป็นสถานที่ส่วนบุคคลต้องมีเอกสารยืนยันให้ใช้สถานที่ ทั้งนี้ทางจังหวัดภูเก็ต ได้เสนอโครงการมาแล้ว จำนวน ทั้งสิ้น145 โครงการ โดยแบ่งออกเป็น 3 อำเภอ ประกอบด้วย อำเภอกะทู้ จำนวน 22 โครงการ อำเภอถลาง จำนวน 9 โครงการ และอำเภอเมืองภูเก็ต จำนวน 114 โครงการ รวมวงเงินงบประมาณทั้งสิ้นประมาณ 75,304,123บาท ซึ่งได้ทางคณะกรรมการบูรณาการกลั่นกรองโครงการในระดับจังหวัด เพื่อร่วมพิจารณาตามหลักเกณฑ์ตามที่กระทรวงมหาดไทยกำหนดและจะได้นำโครงการต่างๆเสนอต่อกระทรวงมหาดไทยเพื่อพิจารณาต่อไป
