เมื่อวันที่ 26 พฤศจิกายน 2558  ที่ห้องบอลรูม โรงแรมเพิร์ล ดร.ประเจียด อักษรธรรมกุลรองผู้ว่าราชการจังหวัดภูเก็ต เป็นประธานเปิดโครงการประชุมชี้แจงนายจ้าง ลูกจ้างในสถานประกอบกิจการประมงทะเลและเกี่ยวเนื่อง ในหัวข้อ “นโยบายการบริหารจัดการแรงงานประมงทะเลจังหวัดภูเก็ต” ประจำปีงบประมาณ 2558 ซึ่งทางสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดภูเก็ต จัดขึ้น โดยมี นายเกรียงไกร อาภาบุษยพันธุ์ สวัสดิการและคุ้มครองแรงงานจังหวัดภูเก็ต นายวัลลภ สมสู่นักวิชาการแรงงานปฏิบัติการ นายยุทธพงษ์ อินทองเพ็ชร นักวิชาการแรงงานชำนาญการ นายปัญจพงศ์ บุญจันทร์ นักวิชาการแรงงาน และนายจ้าง ลูกจ้างในสถานประกอบกิจการประมงทะเลและเกี่ยวเนื่อง เข้าร่วม

นายเกรียงไกร อาภาบุษยพันธุ์ สวัสดิการและคุ้มครองแรงงานจังหวัดภูเก็ต กล่าวว่า จากสถานการณ์การค้ามนุษย์ประจำปี พ.ศ.2558 (TIP Report) ของกระทรวงการต่างประเทศสหรัฐอเมริกา ประเทศไทยถูกจัดให้อยู่ในอันดับTier 3 เป็นปีที่ 3 ติดต่อกัน โดยระบุว่า ประเทศไทยยังมีการใช้แรงงานบังคับในอุตสาหกรรมประมง อุตสาหกรรมที่เกี่ยวกับการประมง อุตสาหกรรมที่เกี่ยวกับการประมง การผลิตเสื้อผ้าราคาถูก โรงงานต่างๆ และงานรับใช้ในบ้าน กล่าวว่ารัฐบาลไทยไม่ได้ปฏิบัติตามมาตรฐานขั้นต่ำตามกฎหมายของสหรัฐอเมริการอย่างเต็มที่ในการขจัดปัญหาการค้ามนุษย์สหรัฐอเมริกาอาจพิจารณาระงับการให้ความช่วยเหลือด้านอื่นๆ ที่ไม่ใช่การค้าและมนุษยธรรม และส่งผลกระทบต่อภาพลักษณ์ของประเทศไทยในเวทีการค้าโลก ประกอบกับการที่กระทรวงแรงงานสหรัฐอเมริกา ได้จัดทำและเผยแพร่บัญชีรายชื่อสินค้าที่มีเหตุผล เชื่อได้ว่าผลิตโดยการใช้แรงงานเด็กหรือแรงงานบังคับ (Tists of Goods Produced by Child Labor or Forced Labor – TVPRA List) และบัญชีรายชื่อสินค้าที่มีการใช้แรงงานเด็กบังคับหรือแรงงานเด็กขัดหนี้ (List of Products Requiring Federal Contractor certification as to Forced or Indentured Child Labor Pursuant to Executive Order 13126) ระบุว่า ประเทศไทยมีรายชื่อสินค้าที่มีการใช้แรงงานเด็ก บังคับแรงงานเด็กขัดหนี้และแรงงานบังคับ จำนวน 5 รายการ สินค้ากุ้งเครื่องนุ่งห่ม อ้อย สื่อลามก และปลา ซึ่งอาจส่งผลลบต่อภาพลักษณ์ของสินค้าไทย 4 รายการ คือสินค้ากุ้ง เครื่องนุ่งห่ม อ้อย และปลา เนื่องจากสื่อมวลชนและ NGOs จะนำไปขยายผลในทางลบ ซึ่งอาจส่งผลต่อการส่งออกสินค้าของไทยได้
