ซิป้า เปิดตัวโครงการส่งเสริมพื้นที่พิเศษสำหรับเศรษฐกิจดิจิทัล จังหวัดภูเก็ต หรือ Phuket Smart City แห่งแรกในประเทศไทย เพื่อส่งเสริมการลงทุน สนับสนุน Startup ผู้ประกอบการ SMEs และการพัฒนานวัตกรรมในกลุ่มจังหวัดอันดามัน รองรับนักลงทุนมนกลุ่ม AEC คลอบคลุม 8 แผนงาน เพื่อขับเคลื่อนเศรษฐกิจดิจิทัล

เมื่อวันที่ 9 กันยายน  2559  ที่ห้องประชุม โรงแรมโนโวเทล ภูเก็ต โภคีธรา อำเภอเมือง จังหวัดภูเก็ต นายอุตตม สาวนายน รัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร หรือ กระทรวงไอซีที เป็นประธานในพิธีเปิดตัวโครงการส่งเสริมพื้นที่พิเศษสำหรับเศรษฐกิจดิจิทัล จังหวัดภูเก็ต หรือ โครงการ Phuket Smart City ซึ่ง สำนักงานส่งเสริมอุตสาหกรรมซอฟต์แวร์แห่งชาติ หรือ ซิป้า กระทรวง เทคโนโลยีสารสนเทศและการสื่อสาร ร่วมกับจังหวัดภูเก็ต จัดขึ้น ภายใต้แนวคิด Phuket Smart City 2020 : Smile Smart and Sustainable Phuket โดยมีคณะผู้บริหารสำนักงานส่งเสริมอุตสาหกรรมซอฟต์แวร์แห่งชาติ พร้อมด้วย นายจำเริญ ทิพญพงศ์ธาดา ผู้ว่าราชการจังหวัดภูเก็ต รวมทั้งผู้ประกอบการที่เกี่ยวข้อง และประชาชนที่สนใจ จำนวนมาก เข้าร่วมในพิธีเปิดตัวโครงการดังกล่าว โดยภายในงานมีการปาฐกถาพิเศษโดย รัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร ในหัวข้อ Phuket Smart City and Digital Economy นอกจากนี้ ยังมีการลงนามบันทึกข้อตกลง ความร่วมมือ จำนวน 15 หน่วยงาน เพื่อร่วมกันขับเคลื่อนการดำเนินงานเศรษฐกิจดิจิทัล ด้วย
นายอุตตม สาวนายน  กล่าวว่า โครงการส่งเสริมพื้นที่พิเศษสำหรับเศรษฐกิจดิจิทัล หรือ โครงการ Phuket Smart City ณ จังหวัดภูเก็ต และการจัดตั้งศูนย์ Phuket Smart City Innovation Park นับว่าเป็นโครงการที่สามารถขับเคลื่อนไปอย่างรวดเร็วและมีประสิทธิภาพ ซึ่งประกอบด้วยกิจกรรมการพัฒนา ได้แก่ โครงการ Certified Digital Workers / Investors เพื่อการรองรับและให้สิทธิประโยชน์ Digital Workers และ Digital Investors / โครงการจัดตั้ง Phuket Smart City Innovation Park เพื่อสนับสนุน Super Cluster Digital / โครงการศึกษาและพัฒนา Ecosytem and Incentive Study and Roadshow เพื่อรวบรวมมาตรการส่งเสริมการพัฒนา / โครงการพัฒนาระบย Smart WiFi โดยกิจกรรมทั้งหมดมีส่วนช่วยสร้างความแข็งแกร่งให้เกิดขึ้นได้ทั้งระบบตั้งแต่ต้นน้ำถึงปลายน้ำ และทำให้เกิดการรวมกันของกลุ่ม Digital Workers , Angel Investors / Venture Capital ,Technology and Innovation Cooperation หรือ Regional Head Office เป็นต้น โดยรัฐบาล นำเทคโนโลยีดิจิทัล มาเป็นเครื่องมือสำคัญในการปฏิรูปประเทศไทยสู่ความมั่นคง มั่งคั่ง และยั่งยืน ตามนโยบายเศรษฐกิจและสังคมดิจิทัล ซึ่งจะทำให้ทุกภาคเศรษฐกิจมีความก้าวหน้า และสามารถแข่งขันในโลกสมัยและก้าวสู่ Thailand 4.0 ได้อย่างบูรณาการ

สำหรับ 8 แผนงานขับเคลื่อนเศรษฐกิจดิจิทัล ของกระทรวงไอซีทีที่เปิดตัวไปก่อนหน้านี้และเกี่ยวข้องกับโครงการ Phuket Smart City โดยตรง ได้แก่  1. โครงการศูนย์ดิจิทัลชุมชน  2.การพัฒนาโครงการสร้างพื้นฐานด้านคอมพิวเตอร์และโครงข่าย ได้แก่ โครงการบริการอินเทอร์เน็ตสาธารณะสู่ชมชน  3. การสร้างสังคมคุณภาพด้วยเทคโนโลยีดิจิทัล ได้แก่ โครงการพัฒนามหาวิทยาลัยไซเบอร์ไทย เพื่อการจัดการเรียนการสอนในระบบเปิด  4. การส่งเสริมการใช้เทคโนโลยีดิจิทัลในธุรกิจ SMEs  5. การพัฒนาบริการดิจิทัลในภาครัฐ ได้แก่ โครงการยกระดับคุณภาพงานบริการภาครัฐ เพื่อการพัฒนาเศรษฐกิจและสังคมดิจิทัล ซึ่งแบ่งการดำเนินงานเป็น 2 มิติ คือ การปรับกระบวนการดำเนินการภาครัฐ และการอำนวยความสะดวกแก่ประชาชนในการใช้บริการภาครัฐ  6.การพัฒนาทุนมนุษย์สำหรับโลกดิจิทัล ได้แก่ โครงการพัฒนากำลังคนด้านดิจิทัล เพื่อสร้างธุรกิจเทคโนโลยีดิจิทัล  7.การพัฒนาเมืองอัจฉริยะ ได้แก่ โครงการ พัฒนา Phuket Smart City จังหวัดภูเก็ต  8. การสนับสนุนการบริหารจัดการโครงการขับเคลื่อนเศรษฐกิจและสังคมดิจิทัล
