เมื่อวันที่ 11 มกราคม 2560 เวลา 10.30 น ที่ห้องประชุม ชั้น 2 อาคารคอซิมบี้ ศาลากลางจังหวัดภูเก็ต นายสนิท ศรีวิหค รองผู้ว่าราชการ จังหวัดภูเก็ต เป็นประธานเปิดการฝึกอบรมโครงการให้ความรู้ ผู้ประกอบการ นายจ้างแรงงานต่างด้าว พร้อมด้วย นายถาวรวัฒน์ คงแก้ว ปลัดจังหวัดภูเก็ต ผู้ประกอบการ นายจ้างแรงงานต่างด้าว เข้าร่วม

นายถาวรวัฒน์ คงแก้ว ปลัดจังหวัดภูเก็ต กล่าวรายงานว่า ด้วยจังหวัดภูเก็ตกำหนดวิสัยทัศน์ที่มุ่งไปสู่การเป็นศูนย์กลางการท่องเที่ยวที่มีการพัฒนาที่ยั่งยืนจึงได้กำหนดแนวทางมาตรการที่เหมาะสม และสอดคล้องกับพัฒนาการในพื้นที่ของจังหวัดในการป้องกันและปราบปรามอาชญากรรมต่างๆอาทิ ยาเสพติด การทำลายทรัพยากรธรรมชาติ แรงงานต่างด้าว การค้ามนุษย์และสิ่งผิดกฎหมายอื่น ๆ เพื่อรักษาความสงบเรียบร้อยและความมั่นคงภายในจังหวัดภูเก็ต สร้างความเชื่อมั่นให้กับนักท่องเที่ยวและส่งเสริมธุรกิจด้านท่องเที่ยว ตามยุทธศาสตร์การพัฒนาจังหวัดและนโยบายของรัฐบาล

ในการนี้จังหวัดภูเก็ตจึงได้มอบหมายให้ที่ทำการปกครองจังหวัดภูเก็ตจัดโครงการรักษาความสงบเรียบร้อยและความมั่นคงภายในจังหวัดภูเก็ต จัดฝึกอบรมให้ความรู้แก่ผู้ประกอบการ นายจ้าง แรงงานต่างด้าว โดยมุ่งเน้นการสร้างภูมิคุ้มกัน การป้องกันและลดเงื่อนไขของปัญหาที่ส่งผลกระทบต่อความมั่นคงด้านแรงงานต่างด้าวในพื้นที่เป้าหมาย
โดยกิจกรรมมีวัตถุประสงค์เพื่อเสริมการปฏิบัติในการรักษาความสงบเรียบร้อยความมั่นคงและการ บังคับใช้กฎหมายด้านแรงงานต่างด้าวให้มีประสิทธิภาพยิ่งขึ้น เป็นการสร้างความเชื่อมั่นให้กับประชาชนนักท่องเที่ยว และส่งเสริมการลงทุนการท่องเที่ยวพัฒนาไปสู่การท่องเที่ยวที่ยั่งยืน โดยกิจกรรมในครั้งนี้มีผู้ประกอบการนายจ้างแรงงานต่างด้าวในพื้นที่จังหวัดภูเก็ตเข้ารับการอบรมกว่า 100 คน จะได้รับความรู้และรับทราบถึงข้อมูลการจัดระเบียบแคมป์ที่พัก รวมทั้งการจัดการสุขอนามัย ภายในบริเวณที่พักของคนงาน ให้เกิดความปลอดภัย และป้องกันการแพร่ระบาดของยาเสพติดในบริเวณแคมป์ที่พักคนงานต่างๆ ให้เป็นไปในแนวทางเดียวกัน

นายสนิท ศรีวิหค รองผู้ว่าราชการจังหวัดภูเก็ต กล่าวว่า จังหวัดภูเก็ตในปัจจุบัน มีนายจ้างหรือสถานประกอบการที่จ้างแรงงานต่างด้าวสัญชาติ เมียนมา ลาว และกัมพูชา เป็นจำนวนมาก ดังนั้น นายจ้างและแรงงานต่างด้าวจึงต้อง จำเป็นจะต้องรู้ระเบียบปฏิบัติและข้อกฎหมายต่างๆ ที่เกี่ยวข้อง เช่น กฎหมายคุ้มครองแรงงาน กฎหมายเกี่ยวกับการทำงานของคนต่างด้าว กฎหมายเกี่ยวกับประกันสังคม สิทธิหน้าที่ของนายจ้างที่พึงปฏิบัติต่อลูกจ้าง องค์ประกอบความผิดฐานการค้ามนุษย์ด้านแรงงานต่างด้าวตลอดถึงการช่วยเหลือ เพื่อให้แรงงานต่างด้าวอยู่ในประเทศไทยได้อย่างถูกต้อง ตามระเบียบและหลักเกณฑ์ที่ทางราชการกำหนด แรงงานต่างด้าวต้องมีศักดิ์ศรีของความเป็นมนุษย์และเป็นส่วนหนึ่งในการพัฒนาเศรษฐกิจของจังหวัดภูเก็ตได้เป็นอย่างดี
