เมื่อวันที่ 2 สิงหาคม  2559  นายจำเริญ ทิพญพงศ์ธาดา ผู้ว่าราชการจังหวัดภูเก็ต เป็นประธานเปิดเวทีเพื่อชี้แจงและแสดงความคิดเห็นเกี่ยวกับ “ร่างรัฐธรรมนูญฉบับลงประชามติ และประเด็นคำถามเพิ่มเติม” ของจังหวัดภูเก็ต โดยมี นายประเจียด อักษรธรรมกุล นายโชคดี อมรวัฒน์ รองผู้ว่าราชการจังหวัดภูเก็ต นายกิติพงษ์ เที่ยงคุณากฤต ผู้อำนวยการการเลือกตั้งประจำจังหวัดภูเก็ต สำหรับเวทีการเสวนาในครั้งนี้กำหนดจัด ที่หอประชุมมหาวิทยาลัยราชภัฏภูเก็ต ซึ่งมีผู้สนใจจากทุกภาคส่วนในจังหวัดภูเก็ต นักการเมืองท้องถิ่น นักธุรกิจ ผู้ทรงคุณวุฒิด้านต่างๆ นักวิชาการ นิสิตนักศึกษา กลุ่มพลังมวลชน พ่อค้า ประชาชน หน่วยงานเอกชนและสื่อมวลชนเข้าร่วมรับฟังจำนวนมาก โดยมีวิทยากรผู้ร่วมแสดงความคิดเห็น จำนวน 4 ท่าน จากมหาวิทยลัยสงขลานครินทร์ วิทยาเขตภูเก็ต และมหาวิทยาลัยราชภัฎภูเก็ต ร่วมแสดงความคิดเห็นเกี่ยวกับร่างรัฐธรรมนูญและประเด็นเพิ่มเติม เป็นรายประเด็น และมีการเปิดโอกาสให้ผู้เข้าร่วมรับฟังซักถามและแสดงความคิดเห็นด้วย

เพื่อให้ประชาชนในแต่ละจังหวัดมีความตื่นตัว และมีโอกาสในการรับรู้อย่างถูกต้องเกี่ยวกับเนื้อหาของร่างรัฐธรรมนูญฉบับประชามติ และประเด็นคำถามเพิ่มเติม ตามมาตรา 7 มาตรา 10 และมาตรา 61 วรรค 2 แห่ง พรบ.ว่าด้วยการออกเสียงประชามติร่างรัฐธรรมนูญ พ.ศ.2559 สำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดภูเก็ต จึงจัดประชุมชี้แจงเพื่อเปิดโอกาสให้ประชาชนได้แสดงความคิดเห็นตามมาตรา 7 แห่ง พรบ.ว่าด้วยการออกเสียงประชามติร่างรัฐธรรมนูญ พ.ศ.2559 เปิดโอกาสให้ฝ่ายที่เห็นชอบและไม่เห็นชอบได้แสดงความคิดเห็นอย่างเท่าเทียมกัน และเพื่อประชาสัมพันธ์และรณรงค์ รวมทั้งกระตุ้นให้ประชาชนออกมาใช้สิทธิออกเสียงให้มากที่สุด ตามยุทธศาสตร์ดอกไม้บาน 65 ล้าน บานสะพรั่ง และเป็นที่ยอมรับของประชาชน

นายจำเริญ ทิพญพงศ์ธาดา ผู้ว่าราชการจังหวัดภูเก็ต กล่าวว่า การจัดเวทีชี้แจงและแสดงความคิดเห็นการออกเสียงประชามติในครั้งนี้ เพื่อให้ประชาชนเกิดความเข้าใจในการลงประชามติร่างรัฐธรรมนูญ และเพื่อตัดสินว่าเห็นชอบหรือไม่เห็นชอบ ในเรื่องที่มีความสำคัญและมีผลกระทบต่อประโยชน์ได้เสียของประเทศชาติ หรือกระทบต่อสิทธิเสรีภาพของประชาชน ก่อนจะนำมติหรือการตัดสินออกเป็นกฎหมาย หรือนำไปปฏิบัติเพื่อบังคับใช้เป็นการทั่วไป นับว่ามีความสำคัญต่อการปกครอง เพราะนั่นหมายถึงประชาชนสามารถตัดสินใจในการออกความคิดเห็นในเรื่องที่มีความสำคัญต่อบ้านเมืองของตนเอง และในครั้งนี้ก็ถือเป็นโอกาสสำคัญที่ประชาชนจะได้รับความรู้เกี่ยวกับเนื้อหาไปเป็นแนวทางในการตัดสินใจอย่างอิสระตรงตามความต้องการของตนเอง

ทั้งนี้ผู้ว่าราชการจังหวัดภูเก็ต ยังได้เน้นย้ำและเชิญชวนประชาชนร่วมออกเสียงประชามติร่างรัฐธรรมนูญ วันอาทิตย์ที่ 7 สิงหาคม 2559 เวลา 08.00-16.00 น. ณ หน่วยออกเสียงประชามติที่ท่านมีชื่ออยู่
