รองนายกรัฐมนตรี ย้ำ การจัดตั้งศูนย์ดำรงธรรม เพื่อเป็นช่องทางให้รัฐบาลรับทราบความเดือดร้อนของประชาชน และสามารถแก้ไขปัญหาได้อย่างมีประสิทธิภาพ.

เมื่อวันที่ 27 มกราคม  2559  พล.ร.อ. ณรงค์ พิพัฒนาศัย รองนายกรัฐมนตรีและคณะ เข้าตรวจเยี่ยมการปฏิบัติงานของเจ้าหน้าที่ศูนย์ดำรงธรรมจังหวัดภูเก็ต ในโอกาสเดินทางมาประชุมมอบนโยบาย กำกับ และติดตามการปฏิบัติราชการในภูมิภาค ในพื้นที่เขตตรวจราชการที่ 7 ซึ่งประกอบด้วย จังหวัดภูเก็ต กระบี่ ตรัง พังงา และระนอง โดยมีนายจำเริญ ทิพญพงศ์ธาดา ผู้ว่าราชการจังหวัดภูเก็ต นำเยี่ยมชมพร้อมบรรยายสรุปผลการดำเนินงาน

ในโอกาสนี้ มีนายนิรันดร์ หยังปาน ตัวแทนกลุ่มชาวบ้านตำบลราไวย์ พร้อมด้วยตัวแทนเครือข่ายสิทธิคนจนพัฒนาภูเก็ต และตัวแทนชุมชนซอยกิ่งแก้ว เข้ายื่นหนังสือเปิดผนึกถึงรัฐบาล ผ่าน พล.ร.อ. ณรงค์ พิพัฒนาศัย รองนายกรัฐมนตรี เพื่อเรียกร้องให้ภาครัฐหาแนวทางแก้ไขปัญหาในเรื่องที่ดิน ให้เป็นไปตามแนวนโยบายสิทธิร่วมเรื่องที่ดินคนจนที่รัฐบาลได้แถลงไว้

รองนายกรัฐมนตรี กล่าวว่า ในส่วนของการจัดตั้งศูนย์ดำรงธรรม นั้น เพื่อเป็นช่องทางที่รัฐบาล / คสช. จะได้รับทราบความทุกข์สุขของประชาชน และสามารถแก้ไขปัญหาความเดือดร้อน ได้รับฟังข้อเสนอแนะหรือแก้ไขความคับข้องใจของประชาชนได้อย่างมีประสิทธิภาพและประชาชนได้รับความพึงพอใจ ซึ่งการจัดตั้งศูนย์ดำรงธรรมจังหวัด เป็นการเพิ่มประสิทธิภาพการบริหารงานระดับจังหวัด ให้บริการประชาชนได้อย่างเสมอภาค มีคุณภาพรวดเร็วลดขั้นตอนการปฏิบัติงานและคำนึงถึงความพึงพอใจของประชาชน สามารถแก้ปัญหาของประชาชนให้เสร็จสิ้นอย่างรวดเร็ว ในส่วนของปัญหาหรือเรื่องร้องเรียนที่ทั้ง 5 จังหวัดไม่สามารถแก้ไขได้ในระดับจังหวัด เป็นเรื่องที่เกี่ยวข้องกับนโยบายจากส่วนกลาง คือ ปัญหาเรื่องที่ดิน คือมีทั้งการบุกรุกที่สาธารณะ การขอเอกสารสิทธิ์ในที่ดินของรัฐ การถือครองที่ดินในเขตป่าสงวนแห่งชาติและอุทยานต่าง ๆ ซึ่งเรื่องปัญหาเกี่ยวกับเรื่องการจัดสรรที่ดินทำกินให้แก่ประชาชน รัฐบาลได้มีนโยบายในเรื่องนี้อยู่แล้ว เพียงแต่ต้องใช้ระยะเวลาในการพิจารณา และทำในลักษณะค่อยเป็นค่อยไป โดยนายกรัฐมนตรี ได้สั่งการให้หน่วยงานที่เกี่ยวข้อง ได้แก่ กระทรวงเกษตร (สปก.) กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม กระทรวงการคลัง และกระทรวงมหาดไทย ดำเนินการในเรื่องนี้แล้ว เพราะที่ดินที่จะจัดสรรให้แก่ประชาชน อยู่ในความรับผิดชอบของหลายหน่วยงาน และมีกฎหมายหลายฉบับที่ต้องดำเนินการจึงอาจจะทำให้การดำเนินการให้ความช่วยเหลือเรื่องนี้ยังไม่ได้ผลเร็วเท่าที่ควร แต่อย่างไรก็ดี รัฐบาลได้มีความมุ่งมั่นและตั้งใจอย่างเต็มที่ในการจัดสรรที่ดินทำกินให้แก่ผู้ที่ไม่มีที่ดินทำกิน ซึ่งหากนโยบายนี้มีการเดินหน้าได้อย่างเต็มที่ ก็จะสามารถช่วยแก้ไขปัญหาการบุกรุกที่สาธารณะได้ในระดับหนึ่ง.
