ผู้ประกอบการเรือประมงและผู้ประกอบการเรือนำเที่ยวจังหวัดภูเก็ตกว่า 500 คนเข้ารับรับแนวทางการปฎิบัติตามกฏข้อบังคับสำหรับการตรวจเรือโดยมีนายภูริพัฒน์ ธีระกุลพิศุทธิ์ ผู้อำนวยการเจ้าท่าภูมิภาคสาขาภูเก็ต และประมงจังหวัดภูเก็ต ร่วมให้ข้อมูล

เจ้าท่าภูมิภาคและประมงจังหวัดภูเก็ตเรียกผู้ประกอบการเรือท่องเที่ยวและเรือประมงเข้ารับทราบแนวทางการปฎิบัติข้อบังคับสำหรับการตรวจเรือโดยเรือทุกลำที่เข้าข่ายตามกำหนดต้องติดตั้งระบบควบคุมติดตามเรือยกระดับประสิทธิภาพการรักษาความปลอดภัยทางน้ำป้องกันการลักลอบการกระทำผิดกฎหมายและป้องกันเหตุอันจะเป็นอันตรายต่อความมั่นคงของชาติ.

นายภูริพัฒน์ กล่าวถึงการเรียกผู้ประกอบการเรือทั้งเรือประมงและเรือนำเที่ยวมาชี้แจงข้อมูลในการติดตั้งอุปกรณ์ติดตามเรือในครั้งนี้ว่าเพื่อให้การดำเนินงานติดตามควบคุมของเจ้าหน้าที่เป็นไปอย่างสมบูรณ์มีประสิทธิภาพในการป้องกันปัญหาอาชญากรรม การค้ามนุษย์ ภัยทางทะเลหรือการช่วยเหลือได้ทันท่วงทียามเกิดเหตุฉุกเฉินนั้นสำคัญที่สุดคือทางเจ้าของเรือจะต้องติดตั้งสัญญานควบคุมที่ทางเจ้าหน้าที่ทั้งเจ้าท่าและประมงสามารถรับรู้ได้ว่าเรือลำนั้นๆกำลังอยู่ในพื้นที่ไหน โดยในส่วนของเรือประมงที่มีขนาดตั้งแต่ 60 ตันกรอสขึ้นไป จะต้องติดต้องระบบติดตามเรือ VMS ส่วนเรือนำเที่ยวที่สามารถบรรทุกผู้โดยสารเกิน 25 คนขึ้นไปจะต้องติดตั้งระบบติดตามเรือ ระบบ AIS ทุกลำซึ่งข้อบังคับนี้จะมีผลตั้งแต่วันที่ 27 เมษายนนี้เป็นต้นไป ซึ่งระบบนี้จะช่วยยกระดับประสิทธิภาพการรักษาความปลอดภัยและการจัดการจราจรทางน้ำ เพื่อป้องกันการลักลอบการกระทำผิดกฎหมาย และป้องกันเหตุอันจะเป็นอันตรายต่อความมั่นคงของชาติได้เป็นอย่างดี ทั้งนี้ ได้มีผู้ประกอบการเรือนำเที่ยวและเรือโดยสารบางส่วนได้เริ่มติดตั้งไปบางแล้ว. นอกจากนี้สำนักงานเจ้าท่าภูมิภาคสาขาภูเก็ต ได้แบ่งการดำเนินงานเกี่ยวกับการติดตั้งระบบ AIS ซึ่งเป็นสถานีควบคุม ออกเป็น 3 เฟส ประกอบด้วย เฟสแรกใช้งบประมาณ 15 ล้านบาท ติดตั้งในจังหวัดภูเก็ต 3 จุด /ส่วนในเฟสที่ 2 ซึ่งใช้ประมาณ 45 ล้านบาท ติดตั้งในภูเก็ต จำนวน 6 จุด /พังงา 2 จุด / กระบี่ 2 จุด โดยในเฟสที่ 1 และ เฟสที่ 2 ติดตั้งเรียบร้อยแล้ว มีรัศมีครอบคลุม 8 ไมล์ทะเล หรือ ประมาณ 15 กิโลเมตร ขณะที่เฟส 3 อยู่ในระหว่างดำเนินการ ซึ่งทางจังหวัดภูเก็ต สนับสนุนงบประมาณ จำนวน 40 ล้านบาท โดยวางเป้าหมายการติดตั้งให้ครอบคลุมฝั่งอันดามัน เพื่อยกระดับมาตรการรักษาความปลอดภัยการจราจรทางน้ำ แก่นักท่องเที่ยว และผู้สัญจรทางน้ำ.
