พลังงานจังหวัดภูเก็ตประชุมเชิงปฏิบัติการ ทบทวนแผนยุทธศาสตร์พลังงานระดับจังหวัด
เมื่อวันที่ 27 เมษายน  2559 เวลา 09.30 น. ที่โรงแรมภูเก็ตเมอร์ลิน ดร. ประเจียด อักษรธรรมกุล รองผู้ว่าราชการจังหวัดภูเก็ต เป็นประธานเปิดการประชุมเชิงปฏิบัติการทบทวนแผนยุทธศาสตร์พลังงานระดับจังหวัด โดยมี นายวิโรจน์ ดำคง พัฒนาการจังหวัดภูเก็ต คณะกรรมการจากหน่วยงานที่เกี่ยวข้อง เข้าร่วม

นายวิโรจน์ ดำคง กล่าวว่า สำนักงานพลังงานจังหวัดภูเก็ตได้จัดทำแผนยุทธศาสตร์พลังงานระดับจังหวัดตั้งแต่ปีพ.ศ. 2558 ซึ่งได้รวบรวมข้อมูลการใช้พลังงานของทุกภาคส่วนในจังหวัดภูเก็ตและได้จัดประชุมผู้มีส่วนได้เสีย จัดทำข้อเสนอแนะการใช้พลังงานจากตัวแทนแต่ละกลุ่มไว้แล้วในปี พ.ศ. 2559 โดยได้ว่าจ้างที่ปรึกษามหาวิทยาลัยศิลปากร ศึกษาศักยภาพพลังงานทดแทน บนพื้นที่เกาะต่าง ๆ 18 เกาะซึ่งได้ข้อมูลและศักยภาพด้านพลังงานในพื้นที่เกาะต่าง ๆ เพื่อนำข้อมูลมาทบทวนปรับปรุงการจัดทำแผนยุทธศาสตร์พลังงานในระดับจังหวัดในปี 2559 จากคณะทำงานบูรณาการการจัดทำกรอบแผนยุทธศาสตร์พลังงานระดับจังหวัด จำนวน 16 หน่วยงาน

ดร. ประเจียด อักษรธรรมกุล ได้กล่าวว่า การทำแผนยุทธศาสตร์เป็นสิ่งสำคัญเพื่อให้การพัฒนาจังหวัดโดยเฉพาะแผนยุทธศาสตร์ด้านพลังงานสอดคล้องกับแผนพัฒนาจังหวัด แผนพลังงานระดับประเทศและเหมาะสมกับศักยภาพพลังงานในพื้นที่ ลดความซ้ำซ้อนและให้การปฏิบัติงานด้านพลังงานเป็นไปในทิศทางเดียวกัน

พลังงานเป็นสิ่งจำเป็นในชีวิตประจำวันทุกกิจกรรม จำเป็นต้องใช้พลังงาน การมีพลังงานใช้อย่างมั่นคง ยั่งยืน สามารถขับเคลื่อนเศรษฐกิจให้ขยายตัวตามไปด้วย แต่พลังงานมีอยู่อย่างจำกัด การใช้พลังงานที่เพิ่มขึ้น มีผลกระทบต่อสิ่งแวดล้อมและการบริหารจัดการพลังงานมีความสลับซับซ้อน อาจส่งผลให้เกิดวิกฤตพลังงานในอนาคตได้ จากข้อมูลสถิติความต้องการใช้พลังงานไฟฟ้าในจังหวัดภูเก็ต ตั้งแต่ปี 2551 – 2558 พบว่าการใช้ไฟฟ้าเพิ่มขึ้นเฉลี่ยปีละ 6.8 % การใช้น้ำมันเชื้อเพลิงเพิ่มขึ้นเฉลี่ยปีละ 3.58 % การใช้ก๊าซ LPG เพิ่มขึ้นเฉลี่ยปีละ 13.91% การใช้พลังงานเพิ่มขึ้นในลักษณะนี้มีความเสี่ยง เนื่องจากจังหวัดภูเก็ตไม่มีโรงไฟฟ้า และศักยภาพด้านพลังงานในจังหวัดไม่เพียงพอต่อความต้องการของประชาชนในพื้นที่การจัดทำแผนยุทธศาสตร์พลังงานระดับจังหวัดให้สอดคล้องกับแผนยุทธศาสตร์จังหวัดและแผนยุทธศาสตร์พลังงานประเทศเพื่อให้ได้มาซึ่งแผนปฏิบัติการด้านพลังงานที่เหมาะสมตามศักยภาพพลังงานในพื้นที่ การส่งเสริมการใช้พลังงานทดแทนในแบบต่างๆ การอนุรักษ์พลังงาน และการใช้พลังงานอย่างมีประสิทธิภาพ จึงมีความจำเป็นเพื่อให้จังหวัดภูเก็ตมีพลังงานใช้อย่างมั่นคงยั่งยืนสืบไป
