ท่าอากาศยานภูเก็ต ร่วมกับหน่วยงานที่เกี่ยวข้อง จัดฝึกซ้อมแผนฉุกเฉินแบบบางส่วน (Partial Emergency Exercise) เตรียมพร้อมรับมือเหตุวินาศกรรมหากเกิดสถานการณ์ขึ้นจริง

นางมนฤดี เกตุพันธุ์ ผู้อำนวยการท่าอากาศยานภูเก็ต เปิดเผยว่า ท่าอากาศยานภูเก็ต บริษัท ท่าอากาศยานไทย จำกัด (มหาชน) หรือ ทภก.ทอท. จัดการฝึกซ้อมแผนฉุกเฉินแบบบางส่วน (Partial Emergency Exercise) ท่าอากาศยานภูเก็ต ประจำปี 2559 ตามข้อบังคับของคณะกรรมการการบินพลเรือน ฉบับที่ 82 ว่าด้วยระบบการจัดการด้านนิรภัยของสนามบิน ที่กำหนดให้ต้องมีแผนฉุกเฉิน พร้อมทั้งดำเนินการฝึกซ้อมบางส่วน (PARTIAL EMERGENCY PLAN EXERCISE) อย่างน้อย 1 ครั้ง ทุก ๆ 2 ปี ซึ่งเป็นไปตามมาตรฐานสากล ขององค์การการบินพลเรือนระหว่างประเทศ (International Civil Aviation Organization : ICAO) ที่ประเทศไทยเป็นรัฐภาคี โดยมีวัตถุประสงค์เพื่อทดสอบความเร็ว ถูกต้อง และความชำนาญ เกี่ยวกับขั้นตอนการปฏิบัติงาน การวางแผน การควบคุมและสั่งการในสถานการณ์ฉุกเฉิน ตลอดจนทดสอบขีดความสามารถของเครื่องมือและอุปกรณ์เกี่ยวกับการรักษาความปลอดภัย การดับเพลิงและกู้ภัย การแพทย์ ข่ายการติดต่อสื่อสารและการประสานงาน เป็นการสร้างความมั่นใจให้กับผู้มาใช้บริการ ผู้โดยสาร และสายการบิน

สำหรับการฝึกซ้อมในปีนี้ ทภก.ทอท. กำหนดให้เป็นการฝึกซ้อมเต็มรูปแบบตามแผนฉุกเฉิน ในบทที่ 10 เรื่อง วัตถุระเบิด (Unexploded Devices) เนื่องจากในช่วงที่ผ่านมาได้มีการก่อเหตุวินาศกรรมในหลายประเทศทั่วโลก รวมทั้งประเทศไทย ส่งผลกระทบต่อการสูญเสียในชีวิตและทรัพย์สินจำนวนมาก โดยปัจจุบันยังไม่สามารถบอกเวลา สถานที่ และความรุนแรงของการก่อวินาศกรรมที่อาจจะเกิดขึ้นในอนาคตได้ แต่การฝึกซ้อมฯ เพื่อรับมือหากเกิดสถานการณ์จริงขึ้น จึงเป็นแนวทางในการลดความเสียหายที่จะเกิดขึ้นได้ การฝึกซ้อมในครั้งนี้ได้รับความร่วมมือจากหลายหน่วยงาน เช่น สถานีตำรวจภูธรจังหวัดภูเก็ต สถานีตำรวจภูธรสาคู โรงพยาบาลถลาง โรงพยาบาลกรุงเทพภูเก็ต เทศบาลนครภูเก็ต เทศบาลตำบลเชิงทะเล เทศบาลตำบลเทพกระษัตรี สายการบินและส่วนราชการที่ปฏิบัติงาน ณ ท่าอากาศยานภูเก็ต โดยกำหนดสถานการณ์ผู้ไม่ประสงค์ดี ได้วางกล่องวัตถุต้องสงสัยไว้บริเวณชานชาลาขาเข้าอาคารผู้โดยสารระหว่างประเทศ และหลบออกไปพร้อมผู้โดยสารคนอื่น ๆ เจ้าหน้าที่ทำลายวัตถุระเบิดเข้าดำเนินการพิสูจน์ทราบพบว่า วัตถุต้องสงสัยภายในมีส่วนประกอบของวัตถุระเบิด จึงได้ดำเนินการกั้นพื้นที่ห่างจากจุดที่พบวัตถุระเบิดเป็นระยะ 100 เมตร และเปิดเครื่องตัดสัญญาณโทรศัพท์ พร้อมใช้ปืนยิงน้ำยิงทำลายวงจรวัตถุระเบิด และทำการเคลื่อนย้ายวัตถุระเบิดไปยังคลังทำลายวัตถุระเบิด ขณะเคลื่อนย้ายได้เกิดเหตุระเบิดลูกที่ 2 ด้านทิศเหนือของชานชาลาขาเข้าอาคารผู้โดยสารระหว่างประเทศ เหตุระเบิดดังกล่าวทำให้อาคารผู้โดยสารได้รับความเสียหาย มีผู้โดยสารได้รับบาดเจ็บสาหัส เจ้าหน้าที่ได้ลำเลียงผู้บาดเจ็บออกจากที่เกิดเหตุ

นางมนฤดี กล่าวเพิ่มเติมว่า ผลจากการฝึกซ้อมแผนฉุกเฉินครั้งนี้ จะทำให้ทุกหน่วยงานที่มาเข้าร่วมการฝึกซ้อม ทราบขั้นตอนการปฏิบัติเมื่อเกิดเหตุการณ์ดังกล่าว ขั้นตอนการควบคุมดูแลสั่งการต่าง ๆ ซึ่งจะช่วยให้ทุกหน่วยงานมีความพร้อมมากขึ้น ในการเตรียมรับมือกับเหตุการณ์ที่ไม่คาดฝันในอนาคตต่อไป
