เมื่อวันที่ 26 สิงหาคม 2558 เวลา 09.00 น. ที่โรงแรมแกรนด์ เมอร์เคียว ภูเก็ต ป่าตอง อ.กะทู้ จ.ภูเก็ต นายดิเรก อิงคนินันท์ ประธานศาลฎีกา เป็นประธานเปิดโครงการประชุมประสานความร่วมมือด้านกฎหมายภาษีอากรในกลุ่มประเทศอาเซียน (ครั้งที่ 6 ) (The 6th Annual ASEAN Tax Conference 2015) ซึ่งศาลภาษีอากรกลางจัดขึ้น เพื่อประสานความร่วมมือในการพัฒนากฎหมาย ระเบียบ รวมทั้งข้อตกลงด้านภาษีอากร โดยมีผู้แทนจากกลุ่มประเทศอาเซียน ผู้พิพากษา พนักงานอัยการ เจ้าหน้าที่หน่วยจัดเก็บภาษีอากร ทนายความ บุคลากรจากหน่วยงานภาครัฐและเอกชน รวมทั้งนักศึกษาด้านกฎหมาย เข้าร่วมประมาณ 100 คน
ในภาคเช้ามีการอภิปรายในหัวข้อเรื่อง “หนังสือตอบข้อหารือและการบังคับใช้ในอาเซียน : มุมมองจากสรรพากร”(International Experiences of Tax Ruling and the Possibilty of Implementation in ASEAN The Tax Authorities Perspective) โดย ดร. อาทิตย์ ศรัทธาวรสิทธิ์ วิทยากรจากกรมสรรพากร ประเทศไทย และผู้แทนจากกรมสรรพากรประเทศอาเซียน สำหรับในภาคบ่ายมีการอภิปลาย เรื่อง “หนังสือตอบข้อหารือและการบังคับใช้ในอาเซียน : มุมมองจากศาล” (International Experiences of Tax Ruling the Possibility of Implementation in ASEAN : The Judicial Perspective) โดยนางสาวจิรฉวี อินทจาร เลขานุการศาลภาษีอากรกลาง ร่วมกับผู้พิพากษาศาลภาษีประเทศสาธารณรัฐอินโดนีเซีย และผู้พิพากษาศาลภาษีประเทศสาธารณรัฐฟิลิปปินส์
นายดิเรก อิงคนินันท์ ประธานศาลฎีกา กล่าวเปิดงานความตอนหนึ่งว่า ประเทศในกลุ่มอาเซียนได้มีการประสานความร่วมมือด้านต่างๆ ระหว่างชาติสมาชิกด้วยกันตลอดมานับตั้งแต่เริ่มก่อตั้ง มุ่งให้เกิดการรวมตัวกันเป็นประชาคมทางเศรษฐกิจ อันจะทำให้ภูมิภาคมีความมั่นคง มั่งคั่ง สามารถแข่งขันกับภูมิภาคอื่นๆ ของโลก อันจะเป็นการสนับสนุนการพัฒนาเศรษฐกิจของอาเซียน และความร่วมมือด้านการลงทุนภายใต้กรอบความตกลงของประเทศสมาชิกทั้ง 10 ประเทศ ซึ่งปัญหาด้านกฎหมายที่จะเกิดขึ้นเมื่อมีการรวมตัวเป็นประชาคมเศรษฐกิจอาเซียน คือ ความแน่นอนและความชัดเจนของภาระภาษีในการประกอบกิจการและการดำเนินธุรกรรมต่าง ๆ จึงเป็นปัจจัยหนึ่งที่สำคัญในการตัดสินใจของนักลงทุนต่างประเทศ การให้ความเห็นของกรมสรรพากรตามหนังสือตอบข้อหารือจึงเป็นวิธีที่ทำให้ผู้ลงทุนสามารถประเมินภาระภาษีของตนก่อนการประกอบธุรกรรม อันเป็นการแก้ปัญหาข้อพิพาทอันเกิดจากการจัดเก็บภาษีอากร และการประชุมในครั้งนี้จึงนับว่าเป็นประโยชน์อย่างยิ่งในการหาแนวทางร่วมกันในการนำมาปรับใช้เพื่อแก้ไขปัญหาภาษีอากรในกลุ่มประเทศสมาชิกอาเซียนต่อไป
