ผู้ว่าราชการจังหวัดภูเก็ต เตรียมประกาศ นสล.ในที่สาธารณะเดิมตลอดแนวชายหาดราไวย์ ให้ชาวเลใช้เป็นทางเดิน แทนเส้นทางเดิมที่ต้องตัดผ่านที่ดินของบริษัทบารอนฯ เพื่อยุติข้อพิพาท พร้อมเสนอของบ 313 ล้าน จากกระทรวงพัฒนาสังคมฯ ซื้อที่ดินพิพาทอีก 19 ไร่ พัฒนาคุณภาพชีวิตชาวเลราไวย์

ความคืบหน้าการแก้ไขปัญหาข้อพิพาทระหว่างชาวเล หรือชาวไทยใหม่ราไวย์ กับบริษัท บารอน เวิลด์เทรด จำกัด กรณีเส้นทางเข้า-ออกจากที่ตั้งชุมชนชาวไทยใหม่ ไปยังที่ตั้งศาลาบาลัยของชาวไทยใหม่ ม.2 ต.ราไวย์ อ.เมืองภูเก็ต ซึ่งต้องตัดผ่านที่ดินของบริษัท บารอนฯ

ทั้งนี้สืบเนื่องจากเมื่อวันที่ 27 ม.ค.ที่ผ่านมา ทางบริษัท บารอนฯ ได้จัดส่งกลุ่มชายฉกรรจ์ พร้อมรถแบ็คโฮขนก้อนหินขนาดใหญ่ เข้าไปดำเนินการปิดทางเข้า-ออกดังกล่าว เพื่อเตรียมพัฒนาพื้นที่ ตามเอกสารสิทธิ์ จำนวน 33 ไร่ บริเวณหน้าหาดราไวย์ ทำให้ชาวไทยใหม่ เกิดความไม่พอใจที่กลุ่มคนดังกล่าวได้เข้ามาปิดเส้นทางเข้า-ออก โดยอ้างว่าเป็นเส้นทางสาธารณะที่ใช้ร่วมกันมานานเป็นร้อยๆ ปีแล้ว ทำให้เกิดการกระทบกระทั่งกันอย่างรุนแรงขึ้นทั้งสองฝ่าย จนนำไปสู่การแจ้งความดำเนินคดี และขณะนี้เจ้าหน้าที่ตำรวจ สภ.ฉลองได้ออกหมายจับกลุ่มผู้ก่อเหตุทำร้ายร่างกายชาวไทยใหม่ จำนวน 14 คน ในข้อหาทำร้ายร่างกาย ฯลฯ ได้เข้ามามอบตัวสู้คดีและมีการประกันตัวออกไปแล้ว จำนวน 7 คน นั้นล่าสุด เมื่อเวลา 13.00 น.วันนี้(15 ก.พ.) ที่ห้องประชุมศาลากลางจังหวัดภูเก็ต นายจำเริญ ทิพญพงศ์ธาดา ผู้ว่าราชการจังหวัดภูเก็ต แถลงถึงผลการดำเนินการแก้ไขปัญหาข้อพิพาทดังกล่าว ว่า หลังจากทางจังหวัดได้มีการประชุมร่วมกับหลายภาคส่วนที่เกี่ยวข้อง ซึ่งรวมไปถึงบริษัทบารอนฯ และตัวแทนชาวไทยใหม่ ราไวย์ ด้วย เพื่อหาทางออกร่วมกัน ในเบื้องต้นทางจังหวัดจะออกประกาศหนังสือสำคัญที่หลวง หรือ นสล. มีเนื้อที่กว้าง 3 เมตร ยาวตลอดแนวชายหาดราไวย์ ตั้งแต่รอยต่อชุมชนราไวย์ ไปสิ้นสุดบริเวณที่ตั้งศาลาบาลัย ซึ่งเป็นทางสาธารณะอยู่แล้ว เพื่อให้ชาวไทยใหม่ได้ใช้เป็นเส้นทางสาธารณะ ร่วมกัน และจะขอให้ใช้พื้นที่จากบริษัท บารอนฯ อีก 3 เมตร รวมเป็น 6 เมตร ก็จะมีพื้นที่มากพอในการใช้เป็นเส้นทางเดิน แต่ทั้งนี้ชาวไทยใหม่ยังยืนยันที่จะใช้เส้นทางเดินเดิม ในที่ดินของบริษัท บารอนฯ ซึ่งก็ต้องปล่อยให้เป็นไปตามขั้นตอนของกฎหมาย ต่อไป
นอกจากนี้ ทางจังหวัดได้ทำหนังสือถึงกระทรวงพัฒนาสังคมและความมั่นคงของมนุษย์ เพื่อเสนอแนวทางแก้ไขปัญหาของชาวไทยใหม่ราไวย์ ด้วยการจัดซื้อที่ดิน จำนวน 19 ไร่ จากผู้ถือครองเอกสารสิทธิ์ ในที่ตั้งชุมชนชาวไทยใหม่ มีมูลค่าการซื้อขายเบื้องต้นประมาณ 253 ล้านบาท พร้อมปรับปรุงบ้านพักที่ชาวไทยใหม่อยู่อาศัย จำนวน 300 หลัง ประมาณ 60 ล้านบาท รวมเป็นงบประมาณทั้งสิ้น 313 ล้านบาท

อย่างไรก็ตาม จังหวัดได้เตรียมแนวทางการช่วยเหลืออีกวิธีหนึ่ง โดยการขอใช้พื้นที่จากกรมป่าไม้ จำนวน 45 ไร่ บริเวณ ต.รัษฎา อ.เมืองภูเก็ต สภาพที่ดิน ด้านหนึ่งติดถนน และอีกด้านติดคลอง สามารถนำเรือออกทะเลได้ เรื่องนี้ได้เคยมีแผนดำเนินการเป็นที่อยู่อาศัยของชาวเลมาแล้ว เมื่อปี พ.ศ. 2520 โดยจังหวัดได้ตั้งคณะทำงานตรวจสอบรังวัดที่ดิน เตรียมเสนอแผนพัฒนาเพื่อชาวเลในอนาคต
