เทศบาลนครภูเก็ต จัดอบรม ฝึกซ้อมแผนช่วยเหลือและอพยพแผ่นดินไหว-สึนามิฯ

เมื่อวันที่ 4 กันยายน 2558 เวลา 08.45 น. นางสาวสมใจ สุวรรณศุภพนา นายกเทศมนตรีนครภูเก็ต เป็นประธานเปิดโครงการอบรม และฝึกซ้อมแผนการช่วยเหลือและอพยพประชาชนในพื้นที่เสี่ยงภัยแผ่นดินไหวและสึนามิ ประจำปี2558 โดยมี ร.ต.ตระกูล โทธรรมผู้อำนวยการศูนย์ป้องกันและบรรเทาสาธารณภัยเขต 18 ภูเก็ต คณะผู้บริหาร สมาชิกสภาเทศบาล หัวหน้าส่วนราชการ ตัวแทนชุมชนต่างๆ นักเรียนนักศึกษา และคณะครูร่วมในพิธีเปิดและได้รับเกียรติจาก นายสุวิทย์ โคสุวรรณ ผู้อำนวยการส่วนวิจัยรอยเลื่อนมีพลัง สำนักธรณีวิทยาสิ่งแวดล้อมและธรณีภัยพิบัติ กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมนางสาวภัทรียา คุ้มบ้าน นักวิเคราะห์นโยบายและแผนชำนาญการ สำนักงานป้องกันและบรรเทาสาธารณภัยจังหวัดภูเก็ต และนายธนขวัญ ปิ่นทอง นักวิเคราะห์นโยบาลและชำนาญการ สำนักงานป้องกันและบรรเทาสาธารณภัยจังหวัดพังงา  เป็นวิทยากรบรรยายให้ความรู้ ณ ห้องประชุมอาคารอเนกประสงค์งานป้องกันและบรรเทาสาธารณภัย เทศบาลนครภูเก็ต

นางสาวสมใจ สุวรรณศุภพนา  กล่าวว่าสาธารณภัยและภัยพิบัติ ที่เกิดขึ้นในปัจจุบันมีแนวโน้มทวีความรุนแรง ขึ้นเป็นลำดับ ซึ่งสาธารณะภัยที่เกิดขึ้นก่อให้เกิดความสูญเสีย ทั้งชีวิต ทรัพย์สินของประชาชน และของทางราชการอย่างมหาศาล ดังนั้นการเตรียมความพร้อมของหน่วยงานที่เกี่ยวข้องทั้งภาครัฐ เอกชน ตลอดจนภาคประชาชน ในการรับมือ เพื่อป้องกันและบรรเทาสาธารณภัยช่วยเหลือผู้ประสบภัยให้ลดความสูญเสียให้น้อยที่สุด ภายใต้แผนปฏิบัติการป้องกันและบรรเทาสาธารณภัยรวมถึงการฝึกซ้อมแผนในการตอบโต้สถานการณ์แต่ละชนิด เทศบาลนครภูเก็ตในฐานะองค์กรปกครองส่วนท้องถิ่น มีหน้าที่ดูแลรับผิดชอบและดำเนินนโยบายในการป้องกันและบรรเทาสาธารณภัยในเขตพื้นที่ ตามมาตรา 20 แห่งพระราชบัญญัติป้องกันและบรรเทาสาธารณภัย พ.ศ. 2550 ต้องดำเนินการดำเนินการฝึกซ้อมแผนการช่วยเหลือและอพยพประชาชนในพื้นที่เสี่ยงภัย สาธารณภัยต่างๆที่เกิดขึ้นในพื้นที่ อย่างน้อยปีละครั้ง เพื่อให้หน่วยงานต่างๆ ไม่ว่าจะเป็นหน่วยงานหลัก หรือหน่วยงานสนับสนุน ที่ต้องรับผิดชอบร่วมกันในการบริหารจัดการและแก้ไขปัญหาภัยพิบัติที่เกิดขึ้น ได้เกิดความคุ้นชินในการฝึกซ้อมร่วมกัน เพื่อสร้างความมั่นใจให้แก่ประชาชนและนักท่องเที่ยวที่เข้าร่วมฝึกซ้อมมีความรู้ และเกิดทักษะ ในการอพยพไปยังจุดปลอดภัย

การฝึกอบรมและการซ้อมแผนในครั้งนี้ เป็นการเตรียมความพร้อมของอุปกรณ์ เครื่องมือ เครื่องใช้ อุปกรณ์ระบบเตือนภัย ให้มีประสิทธิภาพและเป็นระบบมากขึ้น สร้างความมั่นใจต่อผู้ปฏิบัติงาน ไม่ว่าจะเป็นหน่วยงานหลักที่รับผิดชอบ หรือหน่วยงานสนับสนุนจะได้บูรณาการประสานความร่วมมือในการบริหารจัดการเหตุสาธารณภัยต่างๆที่เกิดขึ้น
