ผู้ว่าราชการจังหวัดภูเก็ตแถลงข่าวผู้ว่าพบสื่อครั้งที่ 7/2559 การบังคับใช้ พรบ.ควบคุมแอลกอฮอล์ ช่วงเทศกาลสงกรานต์ประจำปี 2559
เมื่อวันที่ 8 มีนาคม  2559  ที่ห้องประชุมศาลากลาง จังหวัดภูเก็ต นายจำเริญ ทิพญพงศ์ธาดา ผู้ว่าราชการจังหวัดภูเก็ต เป็นประธานในการแถลงข่าวผู้ว่าพบสื่อมวลชน ครั้งที่ 7/2559 โดยกล่าวในเรื่องการบังคับใช้ พรบ.ควบคุมแอลกอฮอล์ ช่วงเทศกาลสงกรานต์ประจำปี 2559

นายแพทย์บัญชา ค้าของ ได้กำหนดยุทธศาสตร์เชิงรับและยุทธศาสตร์เชิงรุก ดังนี้ ยุทธศาสตร์เชิงรับ การปฏิบัติการด้านการแพทย์เตรียมความพร้อมศูนย์รับแจ้งเหตุและสั่งการ หมายเลขโทรศัพท์ 1669 และระบบสื่อสารอื่น ๆ ทั้งวิทยุ โทรทัศน์ อินเตอร์เน็ต ตลอด 24 ชั่วโมง เตรียมความพร้อมแพทย์ พยาบาลเจ้าหน้าที่พร้อมอุปกรณ์ โดยเฉพาะห้องฉุกเฉิน ห้องผ่าตัด และห้องผู้ป่วยหนัก สำรองเลือด ออกซิเจน และความพร้อมเรื่องประสานส่งต่อตลอด 24 ชั่วโมง ได้เปิดห้องฉุกเฉินเพิ่มที่เป็นโรงพยาบาลฉลอง โดยมีเจ้าหน้าที่พยาบาลพร้อมอุปกรณ์การแพทย์ รองรับอุบัติเหตุ และกรณีผู้ป่วยฉุกเฉิน ตลอด 24 ชั่วโมง ในช่วง 7 วันอันตราย และมีทีมแพทย์ในเวลา 18.00 – 24.00 น. ของทุกวัน เตรียมความพร้อมหน่วยบริการ ems ทุกระดับ ทั้งภาครัฐ เอกชน และองค์กรปกครองส่วนท้องถิ่น ควบคุมทุกพื้นที่จังหวัด ในส่วนของยุทธศาสตร์เชิงรุก มีการปฏิบัติการด้านการปกป้องกันอุบัติเหตุทางถนน คือ การเฝ้าระวังจุดเสี่ยง การทำงานจะเป็นเครือข่ายเชื่อมโยงทั้งจังหวัด เพื่อสกัดเส้นทางเสี่ยงทุกเส้นทางที่จะเกิดเหตุ ให้ดำเนินมาตรการด้านชุมชนโดยที่เจ้าหน้าที่สาธารณสุข และ อสม.ร่วมจัดกิจกรรมในด่านตรวจ และจัดเจ้าหน้าที่ออกสอบสวนการบาดเจ็บจากอุบัติเหตุทางถนน ร่วมกับภาคีเครือข่าย ตามหลักเกณฑ์ในการพิจารณาสอบสวนการบาดเจ็บทางถนนในช่วงเทศกาลสงกรานต์ปี 2559 นี้ และมีการขอให้ปฏิบัติตามพระราชบัญญัติควบคุมเครื่องดื่มแอลกอฮอล์ พ.ศ.2551 ดังนี้ ห้ามขายเครื่องดื่มแอลกอฮอล์บนทาง ห้ามดื่มในขณะขับขี่หรือโดยสารอยู่ในรถหรือบนรถทุกชนิด ห้ามขาย ห้ามเครื่องดื่มแอลกอฮอล์ในสถานที่/บริเวณวัด สามารถจำหน่ายเครื่องดื่มแอลกอฮอล์ได้ในเวลา 11.00-14.00 น.และ 17.00-24.00 น. เท่านั้น ห้ามขายเครื่องดื่มแอลกอฮอล์แก่บุคคลที่มีอายุต่ำกว่า 20 ปีบริบูรณ์ ห้ามจัดกิจกรรมส่งเสริมการขาย โดย ลดราคา แจก แถม และห้ามผู้ใดโฆษณาเครื่องดื่มแอลกอฮอล์หรือแสดงชื่อหรือเครื่องหมายของเครื่องดื่มแอลกอฮอล์เป็นการอวดอ้างสรรพคุณหรือชักจูงใจให้ผู้อื่นโดยทางตรงหรือทางอ้อม

นอกจากนี้นายแพทย์บัญชา ค้าของ ได้เน้นย้ำว่าในช่วงเทศกาลสงกรานต์ปี 2559 นี้ ได้มุ่งหวังไว้ 3 ด้าน คือ ลดอันตรายจากการดื่ม ลดปริมาณการดื่มของประชากรโดยรวม และลดนักดื่มหน้าใหม่โดยเน้นกลุ่มเยาวชน นักเรียน เพื่อจะช่วยลดการเกิดอุบัติเหตุ และทำให้ประชาชนเล่นน้ำสงกรานต์ได้อย่างปลอดภัย
