เมื่อวันที่ 5 สิงหาคม 2559 ที่บริเวณหน้าอาคารศาลแรงงานภาค 8 นายโสฬส สุวรรณเนตร์ ประธานศาลอุทธรณ์ภาค 8 เป็นประธานในพิธีวางพวงมาลาต่อพระรูปพระบรมวงศ์เธอ พระองค์เจ้ารพีพัฒนศักดิ์ กรมหลวงราชบุรีดิเรกฤทธิ์ “พระบิดาแห่งกฎหมายไทย” ประจำปี 2559 โดยมี นายชวลิต ลีฬหาวงศ์ อธิบดีผู้พิพากษาศาลแรงงานภาค 8 นางนิภา ชัยเจริญ ผู้พิพากษาหัวหน้าศาลจังหวัดภูเก็ต นายชาติชาย สุขไสย ผู้พิพากษาหัวหน้าศาลเยาวชนและครอบครัวจังหวัดภูเก็ต นายโชคดี อมรวัฒน์ รองผู้ว่าราชการจังหวัดภูเก็ต พล.ต.ต.ธีระพล ทิพย์เจริญ ผู้บังคับการตำรวจภูธรจังหวัดภูเก็ต คณะผู้พิพากษา คณะผู้พิพากษา คณะผู้ประนีประนอม ตลอดจนหน่วยงานกระบวนการยุติ เข้าร่วม
“วันรพี” ตรงกับวันที่ 7 สิงหาคม เป็นวันคล้ายวันสิ้นพระชนม์ของพระเจ้าบรมวงศ์เธอ พระองค์เจ้ารพีพัฒนศักดิ์ กรมหลวงราชบุรีดิเรกฤทธิ์ ผู้ได้รับการยกย่องให้เป็น“พระบิดาแห่งกฎหมายไทย” เนื่องจากพระองค์ทรงเป็นนักนิติศาสตร์ และทรงวางระบบแบบแผนศาลยุติธรรม รวมถึงทรงจัดตั้งโรงเรียนกฎหมายขึ้นเป็นครั้งแรกในประเทศไทยอันเป็นประโยชน์ยิ่งใหญ่แก่ประเทศชาติ
พระบรมวงศ์เธอ พระองค์เจ้ารพีพัฒนศักดิ์ กรมหลวงราชบุรีดิเรกฤทธิ์ ทรงเป็นพระราชโอรสองค์ที่ 14 ในพระบาทสมเด็จพระปรมินทรมหาจุฬาลงกรณ์พระจุลจอมเกล้าเจ้าอยู่หัว รัชกาลที่ 5 ประสูติแต่เจ้าจอมมารดาตลับ เมื่อวันที่ 21 ตุลาคม 2417 เมื่อทรงพระเยาว์ทรงศึกษาวิชากฎหมาย ณ สำนักไครสต์เชิร์ช มหาวิทยาลัยอ๊อกฟอร์ด ประเทศอังกฤษ จนสำเร็จการศึกษาได้รับปริญญาเกียรตินิยม แล้วเสด็จกลับมารับราชการในประเทศไท
