ภูเก็ตจัดตั้งสมาคมรักษ์หาดพื้นที่กะรนเน้นยํ้า ต้องช่วยกันดูแลให้เกิดความยั่งยืน พร้อมเผย 20 เมษายน นี้ เข้ารื้อถอนทั้งหมดสิ่งปลูกสร้างรุกหาดเทิดพระเกียรติ เพื่อพัฒนาเป็นอุทยานราชภักดิ์หาดสุรินทร์
เมื่อวันที่ 18 เมษายน  2559  ที่ห้องประชุมคอซิมบี้ ศาลากลางจังหวัดภูเก็ต นายโชคดี อมรวัฒน์ รองผู้ว่าราชการจังหวัดภูเก็ต เป็นประธานการประชุมซักซ้อมความเข้าใจนโยบายจัดระเบียบชายหาด ในพื้นที่ตำบลกะรน อ.เมืองภูเก็ต มีนายทวี ทองแช่ม นายกเทศมนตรีตำบลกะรน นายวันชัย แซ่ตัน รักษาการปลัดเทศบาลตำบลกะรน ส่วนราชการที่เกี่ยวข้อง และกลุ่มผู้บริการร่มชายหาด ต.กะรน เข้าร่วม

นายโชคดี อมรวัฒน์ กล่าวว่า ตามที่จังหวัดภูเก็ต ได้กำหนดให้มีการบริหารจัดการชายหาดในพื้นที่ตำบลกะรน จำนวน 4 หาด คือ หาดกะรน หาดกะรนน้อย หาดกะตะ และหาดกะตะน้อย การจัดระเบียบชายหาดมีหลักการที่ชัดเจนตามแนวทางของภูเก็ตบีชโมเดล คือ 1 หาด1 ประกาศ 1 แผนที่ มีหลักเขต และ 1 องค์กรดูแล ซึ่งชายหาดในภูเก็ตมีทั้งหมด 50 ชายหาด แบ่งเป็น 3 ประเภท คือ 1.หาดเทิดพระเกียรติ หมายถึง หาดซึ่งพระมหากษัตริย์และสมเด็จพระราชินีเคยเสด็จประพาส มี 1 หาด คือหาดสุรินทร์ 2.หาดธรรมชาติ หมายถึง หาดซึ่งควรคงไว้ ซึ่งการอนุรักษ์และรักษาตามสภาพธรรมชาติ เพื่อเป็นทรัพยากรการท่องเที่ยวที่ยั่งยืนของจังหวัดภูเก็ต มี 40 หาด และ 3.หาดจัดระเบียบ หมายถึง หาดซึ่งเคยมีกลุ่มบุคคลเคยใช้พื้นที่ประกอบอาชีพเต็มพื้นที่ ส่งผลต่อการใช้ประโยชน์ของสาธารณชน จึงจำเป็นต้องจัดระเบียบ มีจำนวน 9 หาด โดยให้ใช้ประโยชน์ไม่เกินร้อยละ 10 ของพื้นที่ตามความยาวหาด โดยให้มีการจัดตั้งสมาคมรักษ์รักหาด ซึ่งเป็นองค์กรในการบริหารจัดการชายหาดอย่างยั่งยืน รับผิดชอบในพื้นที่ผ่อนผัน 10 เปอร์เซ็นต์ ให้เป็นไปตามระเบียบที่กำหนด และดูแลพื้นที่ 90 เปอร์เซ็นต์ที่เหลือ ซึ่งเป็นแนวทางในการบริหารจัดการชายหาดอย่างยั่งยืน โดยในกรณีที่มีการกระทำผิดข้อบังคับ จังหวัดจะยกเลิกผ่อนผัน 10 เปอร์เซ็นต์ ให้กลับสู่หาดธรรมชาติดังเดิม
สมาคมรักษ์หาด ประกอบด้วยสมาชิก 4 กลุ่ม 12 คน คือ กลุ่มที่มีอำนาจหน้าที่ตามกฎหมายตามท้องถิ่น จำนวน 4 คน กลุ่มท้องถิ่น จำนวน 4 คน กลุ่มที่ได้รับการผ่อนผันให้ประกอบอาชีพบริเวณชายหาด จำนวน 2 คน และกลุ่มอื่น ๆ จำนวน 2 คน โดยมีวัตถุประสงค์ เพื่อสนับสนุน ประสานงาน ดูแลความสะอาด ความเรียบร้อยของชายหาด ประชาสัมพันธ์ให้ประชาชน นักท่องเที่ยว เข้าใจการอนุรักษ์ชายหาด ต้องไม่ยุ่งเกี่ยวกับการเมืองแต่อย่างใด และเพื่อการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อมของจังหวัดภูเก็ตอย่างยั่งยืน ซึ่งในบริเวณพื้นที่ชาดหาดต่างๆ เช่น หาดป่าตองก็ได้มีการดำเนินการในเรื่องของการจัดตั้งสมาคมแล้วยังเหลือเพียงชายหาดในพื้นที่ตำบลกะรนที่ยังไม่ดำเนินการ จึงได้มีการได้จัดประชุมชี้แจงทำความเข้าใจแก่ผู้ที่เกี่ยวข้องในวันนี้ เพื่อให้มีความเข้าใจและให้เร่งดำเนินการในการจัดตั้งสมาคมรักษ์หาดโดยเร็วที่สุด เพื่อให้เป็นไปในแนวทางเดียวกันตามแนวทางภูเก็ตบีชโมเดลต่อไป
“หาดเป็นที่สาธารณะประโยชน์ การยึดถือครอบครอง ถือว่าผิดกฎหมาย การจัดพื้นที่ 10 เปอร์เซ็นต์นั้นดำเนินการโดยรัฐ มีจังหวัด อำเภอ และท้องถิ่น เพื่อเอาพื้นที่ 10 เปอร์เซ็นต์ให้ประชาชนใช้ประโยชน์เพื่อบรรเทาความเดือดร้อนของประชาชนตามนโยบาย คสช.(คณะรักษาความสงบแห่งชาติ) เป็นการดำเนินการโดยรัฐแล้วให้เอกชนเข้าไปดูแลตามที่รัฐกำหนด สำหรับหาดของภูเก็ตนั้น มี 50 หาดเป็นอย่างน้อย 1 หาดเป็นหาดเทิดพระเกียรติ คือหาดสุรินทร์ ซึ่งปัจจุบันชายหาดมีการบุกรุกโดยผู้ประกอบการคนไทยและเป็นของชาวต่างชาติส่วนใหญ่ ซึ่งในวันพุธที่ 20 เมษายน นี้ทางจังหวัดจะเข้าไปดำเนินการรื้อถอนออกจากพื้นที่ชายหาดทั้งหมด ซึ่งเป็นนโยบายของจังหวัดที่จะทำให้แล้วเสร็จในปีนี้ เพื่อพัฒนาเป็นอุทยานราชภักดิ์หาดสุรินทร์ จะเป็นหาดเทิดพระเกียรติที่ได้ทั้งความรู้และได้เรื่องของการท่องเที่ยวด้วย 9 หาดเป็นหาดจัดระเบียบ 10 เปอร์เซ็นต์ มีในพื้นที่ อ.เมืองภูเก็ต 5 หาด แบ่งเป็น ต.กะรน 4 หาด คือ หาดกะรน หาดกะรนน้อย หาดกะตะ และหาดกะตะน้อย และ ต.ราไวย์ 1 หาด คือหาดในหาน พื้นที่ อ.กะทู้ 2 หาด คือหาดป่าตอง และหาดกมลา และพื้นที่ อ.ถลาง 2 หาด คือหาดลายัน-เลพัง และหาดบางเทา ส่วนที่เหลืออีก 40 หาด ในพื้นที่ทั้ง 3 อำเภอของจังหวัดภูเก็ต เป็นหาดอนุรักษ์ทั้งสิ้น จะไม่มีใครไปปักร่มหรือวางเตียงชายหาดได้ ถ้าไม่ทำอย่างนี้ ทรัพยากรธรรมชาติและสิ่งแวดล้อมก็จะเสื่อมสภาพลงไปเรื่อย การท่องเที่ยวก็จะได้รับผลกระทบ

สำหรับสมาคมรักษ์หาด นั้น ไม่ได้ผูกพันโดยตรงกับพื้นที่ผ่อนผัน 10 เปอร์เซ็นต์ เป็นเรื่องของราชการที่จัดพื้นที่ 10 เปอร์เซ็นต์ ทางจังหวัดจัดให้มีสมาคมรักษ์หาดขึ้นมา ก็เพื่อเข้าไปจัดระเบียบ บริหารจัดการชายหาดให้เกิดความยั่งยืน ให้ภูเก็ตคงความเป็นที่สวยงามที่สุดในอันดามัน โดยทั้ง 9 หาด จะต้องดำเนินการตามกระบวนการทั้งหมด ต้องรักษากติกา ไม่ล้ำ ไม่ล้นออกมาจากพื้นที่ผ่อนผัน 10 เปอร์เซ็นต์ และต้องไม่ให้ชาวต่างชาติเข้ามาทำมาหากินในพื้นที่ผ่อนผันดังกล่าว หากพบว่าโซนไหน พื้นที่ใดมีปัญหา ก็จะยุบกลับมาเป็นหาดธรรมชาติดังเดิม
