เมื่อวันที่ 8 พฤษภาคม  2558  ที่ ห้องประชุมศูนย์ป้องกันและบรรเทาสาธารณภัยเขต 18 นายสุธี ทองแย้ม รองผู้ว่าราชการจังหวัดภูเก็ต เป็นประธานการประชุมคณะอนุกรรมการสาธารณสุขจังหวัด โดยมีนายสาธิต กลิ่นภักดี ท้องถิ่นจังหวัดภูเก็ต นายขจรศักดิ์ แก้วจรัส นายแพทย์สาธารณสุขจังหวัดภูเก็ตและส่วนราชการที่เกี่ยวข้องเข้าร่วม

นายสุธี ทองแย้ม กล่าวว่า การประชุมในวันนี้ เพื่อเป็นการหารือในการที่จะให้ท้องถิ่นออกข้อกำหนดท้องถิ่นขององค์กรปกครองส่วนท้องถิ่นในจังหวัดภูเก็ต เรื่องสถานการณ์ปัญหาที่ส่งผลกระทบเป็นภัยต่อสุขภาพของประชาชนที่ต้องแก้ไขอย่างเร่งด่วนกรณีการจัดการน้ำเสียและการจัดการขยะมูลฝอยของจังหวัด ระบบการจัดการน้ำบริโภค สถานการณ์ความปลอดภัยร้านอาหาร สถานการณ์ปัญหาเหตุรำคาญเกี่ยวข้องกับ พ.ร.บ.การสาธารณสุข พ.ศ. 2535 และการบริหารจัดการแรงงานต่างด้าวของจังหวัดภูเก็ต โดยท้องถิ่นจังหวัดภูเก็ต ได้ขอหารือกับองค์กรปกครองส่วนท้องถิ่นในทุกพื้นที่ก่อนเพื่อหาข้อสรุปในการออกข้อบัญญัติต่าง ๆ และจะขอหรือเพิ่มเติมเรื่องการกำจัดขยะติดเชื้อหรือการกำจัดแหล่งเพาะพันธุ์ยุงลาย ทั้งนี้เพื่อให้การออกข้อกำหนดของท้องถิ่นครอบคลุมในทุก ๆ เรื่อง แต่เนื่องจากทางท้องถิ่นไม่มีผู้เชี่ยวชาญในเรื่องของกฎหมายสาธารณสุข จึงขอความร่วมมือทางสำนักงานสาธารณสุขจังหวัดได้จัดส่งเจ้าหน้าที่ที่มีความเชี่ยวชาญในเรื่องกฎหมายสาธารณสุขได้ให้ความรู้แก่เจ้าหน้าที่ขององค์กรปกครองส่วนท้องถิ่นในการออกข้อกำหนดท้องถิ่นขององค์กรปกครองส่วนท้องถิ่นเพื่อให้มีข้อกำหนดเป็นไปในทิศทางเดียวกัน
