กรมการท่องเที่ยวจัดเวทีรับฟังความคิดเห็นการจัดทำมาตรฐานกิจกรรมท่องเที่ยวผจญภัยโหนสลิง

เมื่อวันที่ 25 พฤศจิกายน  2559  นางสาววันทนา แก้วประจักษ์ ผู้อำนวยการกองพัฒนาบริการท่องเที่ยว กรมการท่องเที่ยว เป็นประธานในการประชุมสัมมนาวิชาการเพื่อรับฟังความคิดเห็น การจัดทำมาตรฐานกิจกรรมท่องเที่ยวและภายในสลิง (Zipline Standard) โดยมีนายอุทิศ ลิ่มสกุล ผู้ช่วยการท่องเที่ยวแห่งประเทศไทย สำนักงานจังหวัดภูเก็ต  พ.ต.อ.กิตติพงษ์ คล้ายแก้ว ผู้กำกับฝ่ายอำนวยการ ตำรวจภูธรภาค 8 ส่วนราชการและภาคเอกชนผู้ประกอบการเข้าร่วม

การโหนสลิงประกอบด้วย 3 ส่วนคือ จุดผูกยึด ระบบการเกี่ยวยึดและสายรัดนิรภัย ส่วนนิยามสถานประกอบการคือ สถานประกอบการกิจกรรมผจญภัยโหนสลิง หรือ Zipline แบ่งเป็น สถานประกอบการที่ให้บริการเฉพาะกิจกรรมท่องเที่ยวผจญภัยโหนสลิง สถานประกอบการที่เป็น Adventure Park ที่มีกิจกรรมผจญภัยโหนสลิงเป็นส่วนหนึ่งของกิจกรรม และสถานประกอบการที่เป็นที่พักหรือรีสอร์ท โดยมีการจัดกิจกรรมผจญภัยโหนสลิง เป็นกิจกรรม Adventure ส่วนหนึ่งในที่พัก ซึ่งสถานประกอบการจะต้องจดทะเบียนอนุญาตประกอบการธุรกิจนำเที่ยวและมัคคุเทศก์อย่างถูกต้องตามกฎหมาย มีการขอใช้พื้นที่อย่างถูกต้อง ได้รับอนุญาตให้ก่อสร้างอาคาร เครื่องเล่น อุปกรณ์ตามกฎหมายและมีการทำประกันภัยแก่นักท่องเที่ยวตามที่กฎหมายกำหนด

ส่วนนิยามมาตรฐานกิจกรรมท่องเที่ยวผจญภัยโหนสลิง มีเกณฑ์เบื้องต้นที่ผู้ประกอบการจะต้องมีเพื่อให้บริการแก่นักท่องเที่ยวได้แก่ ด้านระบบมาตรฐานความปลอดภัย ระบบการบริหารจัดการ การจัดการข้อมูลเพื่อสร้างความปลอดภัย และการสร้างความมีส่วนร่วมกับชุมชนและการจัดการสิ่งแวดล้อมและอนุรักษ์ทรัพยากรธรรมชาติ ทั้งนี้มีข้อกำหนดเบื้องต้นเพื่อประเมินตามเกณฑ์มาตรฐาน ซึ่งผู้ประกอบการจะต้องผ่านข้อกำหนดพื้นฐานโดยมีคุณลักษณ์ประกอบด้วยเกณฑ์การประเมิน 5 ข้อ ซึ่งต้องผ่านการประเมินทั้ง 5 ข้อ ได้แก่ 1) สถานประกอบการจดทะเบียนอนุญาตประกอบการธุรกิจนำเที่ยวและมัคคุเทศก์ (พ.ร.บ.ธุรกิจนำเที่ยวและมัคคุเทศก์ พ.ศ. 2551 และ / หรือ พ.ร.บ. ธุรกิจนำเที่ยวและมัคคุเทศก์ (ฉบับที่ 2) พ.ศ. 2559) รวมถึงต้องได้รับอนุญาตการใช้พื้นที่อย่างถูกต้องตามกฎหมายหรือเอกสารสิทธิการขออนุญาตเข้าทำประโยชน์หรือใช้พื้นที่ป่าจากหน่วยงานภาครัฐหรือองค์กรภาครัฐที่เกี่ยวข้อง ตลอดจนได้รับการอนุญาตให้ก่อสร้างและติดตั้งอุปกรณ์ต่าง ๆ ตามที่กฎหมายกำหนด (กฎกระทรวงว่าด้วยการควบคุมเครื่องเล่น พ.ศ. 2558) อีกทั้งต้องมีการทำประกันภัยเพื่อให้ความคุ้มครองความเสียหายต่อผู้มาใช้บริการก่อนทำกิจกรรมตามวงเงินที่กฎหมายกำหนด (กฎกระทรวงว่าด้วยการควบคุมเครื่องเล่น พ.ศ. 2558) และมีการชี้แจงระบุราคาอัตราค่าบริการที่ชัดเจน ตรวจสอบได้
