เมื่อวันที่ 6 ธันวาคม 2559 เวลา 09.30น. พลเรือเอกณรงค์ พิพัฒนาศัย รองนายกรัฐมนตรีลงพื้นที่จังหวัดภูเก็ตเพื่อมอบนโยบายในการกำกับติดตามการปฏิบัติราชการในภูมิภาคเขตพื้นที่ราชการที่ 7 กลุ่มภาคใต้ฝั่งอันดามัน ณ ห้องประชุมคอซิมบี้ชั้น 2 ศาลากลางจังหวัดภูเก็ต โดยมีผู้ว่าราชการจังหวัด ภูเก็ต,ผู้ว่าราชการจังหวัดพังงา,ผู้ว่าราชการจังหวัดระนอง,ผู้ว่าราชการจังหวัดกระบี่และรองผู้ว่าราชการจังหวัดตรังรวมทั้งหัวหน้าส่วนราชการ ข้าราชการ,ตำรวจ,ทหาร องค์กรปกครองส่วนท้องถิ่นและหน่วยงาน ที่เกี่ยวข้อง เข้าร่วมประชุม

พลเรือเอกณรงค์ พิพัฒนาศัย กล่าวว่า ขอขอบคุณ ผู้ว่าราชการจังหวัดรองผู้ว่าราชการจังหวัดและข้าราชการ ในพื้นที่เขตตรวจราชการที่ 7 กลุ่มจังหวัดภาคใต้ฝั่งอันดามันที่มาร่วมรับฟังนโยบายในการกำกับและติดตามการปฏิบัติราชการในภูมิภาค

ทั้งนี้นโยบายของรัฐบาล นายกรัฐมนตรีมีนโยบายที่จะผลักดันเศรษฐกิจประเทศไปสู่ Thailand 4.0 โดยจะมีการน้อมนำ แนวทางปรัชญาเศรษฐกิจพอเพียงของพระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดชมคือการระเบิดจากข้างในมาเป็นแนวทาง พัฒนาประเทศ ที่จะต้องเดินไปด้วยกันและจะไม่ทิ้งใครไว้ข้างหลัง โดยนายกรัฐมนตรีมีความตั้งใจที่แน่วแน่ ที่จะต้องการสร้างความมั่นคงมั่งคั่งและยั่งยืนให้กับประชาชนและประเทศชาติ โดยลดความเหลื่อมล้ำ สร้างความเท่าเทียมให้เกิดขึ้นในสังคม ต้องการให้จังหวัดและกลุ่มจังหวัดมีการค้นหาศักยภาพของตนเองให้เจอ ว่าจังหวัดของตนเองนั้นมีจุดเด่นมีความเข้มแข็งในเรื่องใดบ้าง ทั้งนี้ภาครัฐและเอกชนจะต้องร่วมมือกันทำงานเพื่อพัฒนาเศรษฐกิจฐานราก ให้เกิดความเข้มแข็ง ร่วมกันสร้างห่วงโซ่เพื่อนำประเทศไทยสู่ Thailand 4.0\

สำหรับเรื่องสำคัญที่รัฐบาลกำลังทำคือการจัดทำงบประมาณลงมาพัฒนาจังหวัดและกลุ่มจังหวัดเพื่อที่จะ ดำเนินการขับเคลื่อนประเทศไทย 4.0 ดังนั้นจึงมีความจำเป็นต้องอาศัยความร่วมมือจากผู้ว่าราชการจังหวัดและกลุ่มจังหวัดจะต้องช่วยกันขับเคลื่อนโดยจังหวัดจะต้องช่วยกันทำงานสร้างความยั่งยืนภายในประเทศ ยกระดับรายได้ความเป็นอยู่ อาชีพ การสร้างงานและระบบเศรษฐกิจ ในพื้นที่ โดยจังหวัดทั้ง 76 จังหวัดเปรียบเสมือนฟันเฟืองที่จะช่วยขับเคลื่อน นโยบายของรัฐบาลให้ประสบความสำเร็จสิ่งสำคัญขณะนี้คือการใช้จ่ายงบประมาณที่รัฐบาลผลักดันมาให้จังหวัดและกลุ่มจังหวัดที่จะต้องคิดโครงการที่เป็นประโยชน์กับประชาชน ทั้งนี้ ในการดำเนินโครงการต่างๆนายกรัฐมนตรี ได้มอบรองนายกรัฐมนตรีมาเป็นที่ปรึกษาให้กับกลุ่มจังหวัด โดยการ เขียนโครงการต่างๆขอให้ส่วนราชการทำงานร่วมกับภาคเอกชนภาคประชาสังคม เพื่อให้เกิดโครงการ ที่ตรงกับความต้องการ ของประชาชน และเกิดประโยชน์สูงสุด ต่อ จังหวัด และประชาชนในพื้นที่

รองนายกรัฐมนตรี กล่าวเพิ่มเติมว่า สำหรับโครงการต่าง ๆ ขอให้จังหวัดและกลุ่มจังหวัดดำเนินการโดยจัดลำดับความสำคัญทั้งนี้จะต้องจัดเตรียมโครงการสำรอง ไว้ด้วย หากโครงการหลักไม่สามารถดำเนินการได้จะได้นำ โครงการสำรองมาดำเนินการ แทน สำหรับ การเดินทาง มามอบนโยบาย ในครั้งนี้เพื่อจะได้พูดคุยนโยบายในการทำงาน และรับฟังปัญหาอุปสรรคข้อเสนอแนะในการทำงาน กับ ส่วนราชการต่างๆ ในพื้นที่เขตตรวจราชการที่ 7 กลุ่มจังหวัดภาคใต้ฝั่งอันดามัน เพื่อที่จะได้เกิดการช่วยเหลือ และขับเคลื่อน งานให้เกิดความสำเร็จต่อไป

จากนั้น นายโชคชัย เดชอมรธัญ ผู้ว่าราชการจังหวัดภูเก็ต ในฐานะผู้ประสานงานกลุ่มจังหวัดภาคใต้ฝั่งอันดามัน ได้รายงานข้อมูลภาพรวมของกลุ่มจังหวัดภาคใต้ฝั่งอันดามัน ว่า สำหรับกลุ่มจังหวัดภาคใต้ฝั่งอันดามัน ประกอบด้วย จังหวัด พังงา ,กระบี่,ตรัง,ระนอง และภูเก็ต มีวิสัยทัศน์ กลุ่มจังหวัด คือ การท่องเที่ยวที่มีคุณภาพระดับโลกบนพื้นฐานความเข้มแข็งของภาคเกษตรและชุมชนอย่างยั่งยืน มุ่งเน้นการพัฒนาคุณภาพด้านการท่องเที่ยวให้มีคุณภาพและมาตรฐานอย่างยั่งยืนโดยสร้างรายได้และส่งเสริมการพัฒนายกระดับคุณภาพอาหารพื้นเมือง,อาหารโบราณให้สอดรับวัฒนธรรมประเพณีและอัตลักษณ์อันดามันเพื่อสร้างความเข้มแข็งและยั่งยืนให้กับเศรษฐกิจภายในประเทศ ( ทิวทัศน์บรรยากาศทางทะเลและครัวโลก panoramic tourism & world kitchen) สำหรับการท่องเที่ยวที่มีคุณภาพและได้มาตรฐานระดับโลกประกอบด้วย standard การพัฒนาคุณภาพด้านการท่องเที่ยวให้มีมาตรฐานอย่างยั่งยืน security การพัฒนาระบบป้องกันและบรรเทาสาธารณภัยและการสร้างความเชื่อมั่นในชีวิตและทรัพย์สิน safety การพัฒนาระบบเฝ้าระวังด้านสุขอนามัย อุบัติภัยและยกระดับมาตรฐานการให้บริการด้านการสาธารณสุข sustainable การบริหารจัดการที่ยั่งยืน ทรัพยากรยากรธรรมชาติและสิ่งแวดล้อม,ประเพณีวัฒนธรรม,ภูมิปัญญาและอัตลักษณ์อันดามัน ในส่วนของการเป็นครัวโลกคือ ภูมิปัญญา ได้แก่การพัฒนาและส่งเสริมผู้ประกอบการด้านอาหารพื้นเมืองอาหารโบราณ, ศาสนาวัฒนธรรม คือ การส่งเสริมอุตสาหกรรมอาหารฮาลาลร้าน อาหารตามเทศกาลและประเพณี , นวัตกรรมการแปรรูปอาหาร คือ การพัฒนาและยกระดับรสชาติและคุณภาพอาหารทะเลอาหารนานาชาติ และอาหารปลอดภัยคือ การพัฒนาและเพิ่มผลผลิตทางการเกษตรให้ได้มาตรฐานปลอดภัย ถูกหลัก สุขอนามัยโภชนาการและเป็นมิตรต่อสิ่งแวดล้อม

ทั้งนี้ กลุ่มจังหวัดภาคใต้ฝั่งอันดามันจะได้ร่วมช่วยกัน จัดทำโครงการพัฒนากลุ่มจังหวัดแบบบูรณาการเพื่อให้การแก้ไขปัญหาทางเศรษฐกิจของกลุ่มจังหวัดภาคใต้ฝั่งอันดามันประสบความสำเร็จและส่งผลให้ เกิดการพัฒนาในพื้นที่ประชาชนมีอาชีพมีรายได้มีคุณภาพชีวิตที่ดีสนองตามนโยบายประเทศไทย 4.0 เกิดความ มั่นคงมั่งคั่งอย่างยั่งยืนต่อไป
