อบจ.ภูเก็ต จัดกิจกรรมอบรมเชิงปฏิบัติการระบบงานประกันคุณภาพภายในสถานศึกษา เพื่อเตรียมรับการประเมินคุณภาพภายนอก

เมื่อวันที่  22 มีนาคม 2559 เวลา  09.00 น. นายวัชรินทร์  ปฐมวัฒนพงศ์ ปลัดองค์การบริหารส่วนจังหวัดภูเก็ต  ปฏิบัติหน้าที่นายก อบจ.ภูเก็ต เป็นประธานเปิดการอบรมโครงการพัฒนาและเพิ่มประสิทธิภาพงานนิเทศติดตามและประเมินผลการจัดการศึกษา “กิจกรรมอบรมเชิงปฏิบัติการระบบงานประกันคุณภาพภายในสถานศึกษา เพื่อเตรียมรับการประเมินคุณภาพภายนอก” โดย นายอวยพร สกุลตัน ผู้อำนวยการกองการศึกษา ศาสนา และวัฒนธรรม อบจ.ภูเก็ต กล่าวรายงานความเป็นมาของโครงการ ซึ่งมี นายธีระ เจี่ยสกุล ประธานสภา อบจ.ภูเก็ต นายไกรวุฒิ คุ้มบ้าน เลขานุการสภา อบจ.ภูเก็ต นายโอภาส ชอบดี สมาชิกสภา อบจ.ภูเก็ต พร้อมด้วย ข้าราชการ และเจ้าหน้าที่ อบจ.ภูเก็ต ผู้บริหารสถานศึกษา ข้าราชการครู และบุคลากรทางการศึกษาของโรงในสังกัด อบจ.ภูเก็ต เข้าร่วม จำนวน 200 คน  โดยได้รับเกียรติจาก นายสากล ขวัญทอง มาเป็นวิทยากรให้ความรู้ในเรื่องระบบงานประกันคุณภาพการศึกษา

นายอวยพร สกุลตัน ผู้อำนวยการกองการศึกษา ศาสนา และวัฒนธรรม อบจ.ภูเก็ต กล่าวว่า “ตามพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ.2542 และที่แก้ไขเพิ่มเติม (ฉบับที่ 2) พ.ศ.2545 มีบทบัญญัติเกี่ยวกับการประกันคุณภาพการศึกษาในมาตรา 48 ได้กำหนดให้หน่วยงานต้นสังกัดและสถานศึกษาจัดให้มีระบบการประกันคุณภาพภายในของสถานศึกษา และให้ถือว่าการประกันคุณภาพภายในเป็นส่วนหนึ่งของกระบวนการบริหารการศึกษาที่ต้องดำเนินการอย่างต่อเนื่อง โดยมีการจัดทำรายงานประจำปีเสนอต่อหน่วยงานต้นสังกัด หน่วยงานที่เกี่ยวข้อง  และเปิดเผยต่อสาธารณชนเพื่อนำไปสู่การพัฒนาคุณภาพ มาตรฐานการศึกษาและเพื่อรองรับการประกันคุณภาพภายนอก และในกฎกระทรวงว่าด้วยระบบ หลักเกณฑ์และวิธีประกันคุณภาพการศึกษา พ.ศ.2543 ซึ่งกำหนดการกำกับ ติดตามการจัดการศึกษาไว้อย่างชัดเจน  นอกจากนี้ยังได้กำหนดให้การนิเทศภายในเป็นส่วนหนึ่งของเกณฑ์การประเมินด้วย การพัฒนามาตรฐาน และระบบประกันคุณภาพการศึกษาในสังกัดองค์กรปกครองส่วนท้องถิ่นทุกแห่ง ต้องพัฒนาระบบการประกันคุณภาพภายในสถานศึกษาด้วยการมีส่วนร่วมกับหน่วยงานที่เกี่ยวข้องและต้องดำเนินการ 8 ประการ ได้แก่ กำหนดมาตรฐานการศึกษาของสถานศึกษา จัดทำแผนพัฒนาการจัดการศึกษา จัดระบบบริการและสารสนเทศ การดำเนินงานตามแผนพัฒนาคุณภาพ การตรวจสอบและทบทวนคุณภาพการศึกษา การประเมินคุณภาพภายในตามมาตรฐาน จัดทำรายงานประจำปีที่เป็นรายงานประเมินคุณภาพภายใน และการพัฒนาคุณภาพการศึกษาอย่างต่อเนื่อง

ดังนั้น  เพื่อให้การดำเนินการจัดการศึกษาของโรงเรียนในสังกัด เป็นไปตามมาตรฐานที่กำหนดไว้ จึงจัดการประชุมเชิงปฏิบัติการ  โดยมีวัตถุประสงค์เพื่อพัฒนาครูและบุคลากรทางการศึกษาให้มีความรู้เรื่องระบบงานประกันคุณภาพภายใน เพื่อพัฒนาและส่งเสริมให้ครูและบุคลากรทางการศึกษามีความรู้ เรื่องการนิเทศติดตามการจัดการศึกษาให้เป็นไปตามจุดหมาย หลักการ  และโครงสร้างหลักสูตรสถานศึกษา เพื่อส่งเสริม สนับสนุนและติดตามผลการดำเนินงานการจัดการศึกษาของโรงเรียนในสังกัด เพื่อประเมินคุณภาพการศึกษาโรงเรียนในสังกัด ตลอดจนพัฒนาคุณภาพการศึกษาให้ได้มาตรฐานและพร้อมรองรับการประเมินจากหน่วยงานภายนอก สำหรับงบประมาณที่ใช้ในการดำเนินโครงการครั้งนี้ ได้รับจาก อบจ.ภูเก็ต ซึ่งพิจารณาดำเนินการจัดสรรงบประมาณให้ทั้งหมด”

ด้าน นายวัชรินทร์  ปฐมวัฒนพงศ์ ปลัด อบจ.ภูเก็ต กล่าวว่า “ระบบงานประกันคุณภาพการศึกษา  เป็นกลไกสำคัญที่สามารถขับเคลื่อนการพัฒนาคุณภาพการศึกษาให้ดำเนินไปอย่างต่อเนื่อง เพราะการศึกษาเป็นเครื่องมือสำคัญในการพัฒนาคนให้สามารถนำการพัฒนาประเทศทั้งในด้านเศรษฐกิจ  สังคมและการเมือง การศึกษาที่พึงประสงค์ในสังคมปัจจุบันจะต้องเป็นการศึกษาที่มุ่งพัฒนาศักยภาพของนักเรียนให้สมดุลทั้งด้านปัญญา จิตใจ และสังคม ทั้งในระบบความคิด ค่านิยม และพฤติกรรม ครูจึงเป็นผู้ที่มีบทบาทสำคัญในอันที่จะผลักดันให้เจตนารมณ์ดังกล่าวบรรลุเป้าหมาย

ดังนั้น สถานศึกษาต้องดำเนินการอย่างจริงจัง  หน่วยงานต้นสังกัดต้องกำกับดูแลอย่างใกล้ชิด  เพื่อให้เข้าสู่การพัฒนาระบบประกันคุณภาพภายในของสถานศึกษาอย่างแท้จริง มาตรฐานการศึกษาของสถานศึกษาจึงเป็นจุดเริ่มต้นของการพัฒนาและเป็นเป้าหมายสำคัญที่สุดที่ผู้มีส่วนเกี่ยวข้องทุกฝ่ายทุกคนในสถานศึกษาต้องรับรู้ และปฏิบัติในหน้าที่ที่รับผิดชอบให้บรรลุถึงเป้าหมายคือ มาตรฐานที่สถานศึกษากำหนด สอดคล้องกับมาตรฐานการศึกษาจะทำให้ผู้เรียนมีคุณภาพตามมาตรฐาน คุณภาพครูต้องจัดการเรียนการสอนให้ได้มาตรฐาน”.
