เมื่อวันที่ 3 มีนาคม 2558 เวลา 09.30 น พล.ต.อ.ดร.วุฒิ ลิปตพัลลภ รอง ผบ.ตร.ในฐานะ ผอ.ศูนย์อาเซียนตำรวจ และคณะได้ลงพื้นที่เยี่ยมชมศูนย์ควบคุมเรือยอช์ต ณ ท่าเทียบเรืออ่าวฉลอง ตำบลฉลอง อำเภอเมือง จังหวัดภูเก็ต เพื่อขับเคลื่อนการเตรียมความพร้อมเข้าสู่ประชาคมอาเซียนปี 2558 โดยมี นายไพบูลย์ อุปัติศฤงค์ นายกองค์การบริหารส่วนจังหวัดภูเก็ต นายประสิทธิ์ โยธารักษ์ ผู้อำนวยการกองกิจการขนส่ง อบจ.ภูเก็ต รวมถึง เจ้าหน้าที่ อบจ.ภูเก็ต รองผู้บัญชาการตำรวจภูธรภาค 8 ผู้แทนกองทัพเรือภาค 3  ผบก.ภ.จว.ภูเก็ต ผบก.ตม.6 นายด่านศุลกากรภูเก็ต  ผู้อำนวยการสำนักงานเจ้าท่าภูมิภาคสาขาภูเก็ต เจ้าหน้าที่สถานทูต กงสุล ในพื้นที่จังหวัดภูเก็ต อาทิ กงสุลเกาหลีใต้ กงสุลรัสเซีย กงสุลออสเตรเลีย เจ้าหน้าที่ตำรวจ และผู้ที่เกี่ยวข้อง ร่วมให้การต้อนรับ
พล.ต.อ.ดร.วุฒิ ลิปตพัลลภ กล่าวถึงการเตรียมความพร้อมการเข้าสู่ประชาคมอาเซียนที่สำคัญ 3 เรื่อง ได้แก่ การตรวจการความพร้อมด้านการรักษาความปลอดภัยของนักท่องเที่ยวที่เดินทางมาทางเรือ บริเวณท่าเทียบเรืออ่าวฉลอง ของ ตม.จว.ภูเก็ต การตรวจการเตรียมความพร้อมด้านการอาชญากรรมข้ามชาติ ของ ตำรวจภูธรจังหวัด.ภูเก็ต และการการเตรียมความพร้อมด้านการจราจร ของ ตำรวจภูธรจังหวัด.ภูเก็ต ทั้งนี้ สำหรับการตรวจการความพร้อมด้านการรักษาความปลอดภัยนักท่องเที่ยว ที่เดินทางเข้ามาทางเรือบริเวณท่าเทียบเรืออ่าวฉลอง โดย ตม.จว.ภูเก็ตได้ร่วมลงนาม MOU การให้บริการศูนย์ควบคุมเรือยอชต์ จังหวัดภูเก็ต (Phuket Yacht Control :PYCC) และการพัฒนาระบบอิเล็กทรอนิกส์เพื่อบริการ One Stop Service จากระบบเอกสาร (Manual) เป็นการแจ้งเข้า – ออกผ่านเครือข่ายอินเตอร์เน็ท และบันทึกข้อมูลผ่านระบบ PYCCS (Phuket Yacht Control Center System ) ซึ่งถือเป็นการเตรียมพร้อมการปฏิบัติเพื่อเข้าสู้ประชาคมอาเซียน โดยอำนวยความสะดวกและให้บริการแก่นักท่องเที่ยว ผู้ประกอบการ จากประเทศภาคีสมาชิกให้มีความสะดวก รวดเร็วได้เป็นอย่างดี ไม่ต้องเสียเวลาเดินทางไปยื่นเอกสารหลายๆ หน่วยงาน โดยเจ้าหน้าที่จะใช้เวลาให้บริการแล้วเสร็จภายใน 15 นาที ต่อหนึ่งรายเท่านั้น ทำให้สามารถรองรับปริมาณนักท่องเที่ยวที่มีจำนวนมากขึ้น โดยยังคงมาตรการในการป้องกันรักษาความปลอดภัยและความมั่นคงได้อย่างมีมาตรฐาน ภูเก็ตเป็นแหล่งท่องเที่ยวทางทะเลที่มีชื่อเสียงระดับโลก มีแผนการพัฒนาพื้นที่เป็นแหล่งท่องเที่ยวทางทะเลชั้นนำของโลก มีสนามบินนานาชาติภูเก็ตพร้อมที่จะพัฒนาเป็นศูนย์กลางการบิน มีท่าเทียบเรือระหว่างประเทศและท่าจอดเรือยอช์ตที่มีความสะดวกสบายทันสมัย มีศูนย์ควบคุมเรือยอช์ตจังหวัดภูเก็ต เป็นเหตุให้เกิดปัญหาด้านการจัดระเบียบการจราจรภายในจังหวัดภูเก็ต ปัญหาจราจรติดขัด ปัญหาการร้องเรียนของนักท่องเที่ยวที่ไม่สามารถเดินทางไปสนามบินได้ตามเวลาที่กำหนด ซึ่ง ตำรวจภูธรจังหวัด.ภูเก็ต ได้มีการแก้ไขปัญหาทั้งแบบชั่วคราวและแบบถาวร  โดยนโยบายและแนวทางในการเตรียมความพร้อมเข้าสู่ประชาคมอาเซียนของตำรวจ จังหวัด.ภูเก็ต ด่านตรวจคนเข้าเมือง จังหวัก.ภูเก็ต และหน่วยงานที่เกี่ยวข้อง ประกอบด้วย การดูแลรักษาความปลอดภัยให้แก่นักท่องเที่ยว โดยให้ ตำรวจภูธรจังหวัด.ภูเก็ต และตำรวจท่องเที่ยวเพิ่มมาตรการในการดูแลรักษาความปลอดภัยให้กับนักท่องเที่ยวให้มากขึ้น เช่น การติดตั้งกล้อง CCTV ให้ครบทุกพื้นที่และเพิ่มการติดตั้งแสงส่องสว่างในจุดพื้นที่เสี่ยงอาชญากรรมทั้งหมดเพื่อเพิ่มการมีส่วนร่วมของประชาชนในการเฝ้าระวังอาชญากรรม ยาเสพติด และการก่อการร้าย เพื่อจะลดความสูญเสียในชีวิตและทรัพย์สินในพื้นที่ที่เป็นจุดเสี่ยงอันตราย รวมทั้งการจัดตั้งศูนย์อำนวยความสะดวกและช่วยเหลือนักท่องเที่ยวให้ครอบคลุมทุกพื้นที่ โดยเฉพาะเกาะต่างๆ และให้ ตม.จว.ภูเก็ตซึ่งเป็นประตูเข้าสู่ประเทศ ให้ปฏิบัติตามกฎหมายว่าด้วยคนเข้าเมืองอย่างเคร่งครัดโดยเฉพาะการควบคุม และการปฏิบัติต่อผู้ควบคุมพาหนะและคนประจำพาหนะฯ ให้เป็นไปตามระเบียบที่เกี่ยวข้องฯตามมาตรา 13 แห่ง พ.ร.บ.คนเข้าเมืองฯ รวมถึงการขอความร่วมมือเจ้าบ้าน เจ้าของ หรือผู้ครอบครองเคหสถาน หรือผู้จัดการโรงแรมซึ่งรับคนต่างด้าวฯ ให้แจ้งที่พักต่อเจ้าหน้าที่ตรวจคนเข้าเมืองตามมาตรา 38 แห่ง พ.ร.บ.คนเข้าเมืองฯ  ปัญหาด้านอาชญากรรมข้ามชาติ ซึ่งปัจจุบันมีนักท่องเที่ยวชาวต่างชาติเดินทางเข้ามาจังหวัดภูเก็ต 10 อันดับแรกได้แก่ จีน มาเลเซีย อินเดีย ญี่ปุ่น รัสเซีย เกาหลี สหราชอาณาจักร เวียดนาม และออสเตรเลีย โดยการรักษาความปลอดภัยของนักท่องเที่ยว ให้เฝ้าระวังและป้องกันอาชญากรรมข้ามชาติที่แฝงเข้ามาในรูปของนักท่องเที่ยว โดยเฉพาะแก๊งลักทรัพย์ แก๊งปลอมหนังสือเดินทาง ปลอมบัตรเครดิต โดยเฉพาะอย่างยิ่งอาชญากรรมที่ต้องมีการจัดการอย่างเร่งด่วนในภูมิภาคอาเซียนตามข้อตกลงระหว่างสำนักงานตำรวจแห่งชาติและ ASEANAPOL ได้แก่ การค้ามนุษย์ การค้ายาเสพติด และการฟอกเงิน  รวมถึงปัญหาด้านการจราจรซึ่งเป็นปัญหาที่ส่งผลกระทบต่อเศรษฐกิจของประเทศโดยเฉพาะจังหวัดภูเก็ตเป็นศูนย์กลางการท่องเที่ยวทางทะเลระดับโลก โดยมีการปรับโครงสร้างพื้นฐาน และยกระดับมาตรฐานด้านบริหารและธุรกิจที่เกี่ยวข้องกับการท่องเที่ยวสู่มาตรฐานสากล จึงทำให้มีปริมาณการจราจรเพิ่มขึ้นอย่างชัดเจน จึงได้มอบหมายให้ ตำรวจภูธรจังหวัด.ภูเก็ต วางแผนจัดระบบการจราจร เพื่อเพิ่มประสิทธิภาพในการบังคับใช้กฎหมาย โดยเฉพาะในย่านธุรกิจและแหล่งท่องเที่ยว ซึ่งจะนำเทคโนโลยีสารสนเทศเข้ามามีบทบาทในการจัดการจราจรให้มากขึ้น ตลอดจนการบังคับใช้กฎหมายอย่างเข้มงวดและให้ร่วมมือกันระหว่างรัฐกับประชาชน องค์กาพัฒนาเอกชน ในการรณรงค์สร้างจิตสำนึกให้ผู้ขับรถมีวินัยการจราจร และรักษามาตรฐานความปลดภัยอย่างเคร่งครัด.
