เมื่อวันที่ 29 กรกฎาคม  2559  ที่ห้องประชุมคอซิมบี้ ศาลากลางจังหวัดภูเก็ต คณะกรรมาธิการขับเคลื่อนปฏิรูปประเทศด้านสังคม สภาขับเคลื่อนการปฏิรูปประเทศ นำโดยนายอโณทัย ฤทธิ์ปัญญาวงศ์ ประธานคณะกรรมาธิการขับเคลื่อนปฏิรูปประเทศด้านสังคม สภาขับเคลื่อนการปฏิรูปประเทศ นายอำพล จินดาวัฒนะ รองประธานคนที่1 พลเอกปราการ ชลยุทธ์ กรรมการและที่ปรึกษา พร้อมด้วย คณะกรรมาธิการขับเคลื่อนปฏิรูปประเทศด้านสังคม สภาขับเคลื่อนการปฏิรูปประเทศ ได้เดินทางมาศึกษาดูงานเรื่องกลุ่มชาติพันธุ์ชาวเลในจังหวัดภูเก็ต โดยมีนายประเจียด อักษรธรรมกุล รองผู้ว่าราชการจังหวัดภูเก็ต และหน่วยงานที่เกี่ยวข้องในพื้นที่จังหวัดภูเก็ต รวมทั้ง นางปรีดา คงแป้น ตัวแทนจากอนุกรรมการสิทธิชุมชนเข้มแข็ง นายชาตรี หมาดสตูล ตัวแทนจากบริษัทบารอน เข้าร่วมโดยที่ประชุมได้มีการซักถามถึงปัญหากรณีพิพาทของชาวไทยใหม่ราไวย์ โดยเฉพาะกรณีข้อพิพาทเรื่องที่อยู่อาศัยกับเจ้าของที่ดินที่มีเอกสารสิทธิ์ กับทางบริษัทเอกชนเจ้าของกรรมสิทธิ์ในที่ดินพื้นที่ดังกล่าว

นายอโณทัย ฤทธิ์ปัญญาวงศ์  กล่าวว่า การเดินทางลงมาในพื้นที่ครั้งนี้เพื่อรับฟังข้อเท็จจริงจากหน่วยงานที่เกี่ยวข้องกรณีปัญหาชาวไทยใหม่ในพื้นที่ภาคใต้ ปัญหาที่เกิดขึ้นถือว่าเป็นปัญหาระดับประเทศที่จะต้องร่วมกันแก้ไข ซึ่งนายกรัฐมนตรีเองก็ให้ความสำคัญกับทั้ง 2 ฝ่ายทั้งในส่วนของชาวไทยใหม่ ในส่วนของเจ้าของกรรมสิทธิ์ที่ดิน ซึ่งก่อนหน้านี้ได้เดินทางไปที่จังหวัดพังงามาแล้ว สำหรับวันนี้เป็นการมารับฟังปัญหาในส่วนของจังหวัดภูเก็ตว่ามีปัญหาอย่างไรบ้างโดยเฉพาะที่ราไวย์ที่มีการกระทบกระทั่งกันและมีการแจ้งความดำเนินคดีรวมทั้งแนวทางการแก้ไขปัญหาของจังหวัดทั้งนี้เพื่อนำข้อมูลที่ได้ไปเสนอยังรัฐบาลเพื่อหาทางแก้ไขอย่างเป็นรูปธรรมต่อไปแต่อย่างไรก็ตามการแก้ปัญหาโดยเฉพาะในเรื่องของกรรมสิทธิ์ในที่ดินต้องใช้เวลาและภาครัฐได้มีการตั้งคณะทำงานเพื่อมาตรวจสอบเรื่องนี้แล้วโดยเฉพาะจังหวัดภูเก็ตถือเป็นจังหวัดที่ต้องมีการดำเนินการตรวจสอบในเรื่องดังกล่าวในหลายพื้นที่ที่มีปัญหาการถือครองในเรื่องของกรรมสิทธิ์ที่ดิน

นายประเจียด อักษรธรรมกุล กล่าวว่า ในภูเก็ตมีชาวไทยใหม่หรือชาวเลอาศัยอยู่ในพื้นที่จำนวน 5 กลุ่มในพื้นที่ต่างๆประกอบด้วย ชาวเลบ้านหินลูกเดียว ชาวเลบ้านแหลมหลา ชาวเลบ้านสะปำ ชาวเลบ้านแหลมตุ๊กแก และชาวเลบ้านราไวย์ ซึ่งแต่ละกลุ่มมีปัญหาไม่เหมือนกัน ขึ้นอยู่แต่ละพื้นที่ สำหรับในส่วนของราไวย์ นั้นมีการตั้งชุมชนอยู่บนที่ดินของเอกชน ขณะนี้กำลังมีการฟ้องร้องกันอยู่หลายราย ซึ่งนอกจากปัญหาเรื่องที่ดินแล้วยังมีปัญหาอื่นๆตามมาอีกมากทั้งเรื่องน้ำ เรื่องไฟฟ้า ที่ต้องจ่ายในราคาสูงกว่าที่อื่น ซึ่งชาวไทยใหม่ในพื้นที่ต้องการสิทธิในที่ดินที่อยู่อาศัย ต้องการไฟฟ้า ต้องการระบบประปาระบบสาธารณูปโภค แต่ปัญหาต่างที่เกิดขึ้นไม่สามารถแก้ไขได้เนื่องจากติดปัญหาเรื่องที่ดิน ซึ่งเรื่องนี้ทางจังหวัดได้ทำยื่นแนวทางในการแก้ไขปัญหาของชาวไทยใหม่ไปยังรัฐบาลและหน่วยงานที่เกี่ยวข้องแล้ว โดยวางแนวทางการแก้ไขปัญหาไว้ 2 แนวทาง คือ

ส่วนของการตั้งชุมชนของชาวไทยใหม่ซึ่งตั้งอยู่บนที่ดินที่มีเอกสารสิทธิ์ของบุคคลอื่น จำนวน 20 ไร่เศษ จากการประชุมหารือกันมาหลายครั้งทางเจ้าของยินดีที่จะขายที่ดินดังกล่าวให้กับทางภาครัฐเพื่อนำไปบริหารจัดการเรื่องที่อยู่อาศัยให้กับทางชาวไทยใหม่ ซึ่งทางจังหวัดได้ทำโครงการเสนอไปแล้ว ในส่วนของที่ดินราคาประมาณอยู่ที่ 90 กว่าล้านบาท แต่ถ้าทำทั้งโครงการรวมในเรื่องขอสาธารณูปโภค เรื่องที่อยู่อาศัยเข้าไปด้วยจะต้องใช้งบประมาณจำนวน 250 กว่าล้าน สำหรับแนวทางนี้ในเบื้องต้นเจ้าของที่ดินยินดีที่จะขายให้กับทางภาครัฐ ซึ่งถ้าทำได้ปัญหาอื่นๆที่เกิดขึ้นในพื้นที่ไม่ว่าจะเป็นปัญหาเรื่องน้ำ ไฟ เรื่องของคุณภาพชีวิตก็จะได้รับการแก้ไขทันทีภายใน 6 เดือน หรือ 1 ปี ส่วนกรณีมีการตรวจสอบข้อมูลการได้ซึ่งเอกสารสิทธิ์นั้นก็ดำเนินการไปตามกฎหมายของหน่วยงานที่เกี่ยวข้องที่กำลังอยู่ระหว่างการตรวจสอบ แต่ถ้าไม่ทำในรูปแบบของคู่ขนานเชื่อว่าอีก 10 ปี ปัญหาของชาวไทยใหม่ก็จะยังไม่ได้รับการแก้ไข เพราะปัญหาทุกอย่างจะมีความเกี่ยวพันไปกับเรื่องที่ดินทั้งหมด

ส่วนแนวทางที่ 2 ในการแก้ไขปัญหา ทางจังหวัดจัดพื้นที่จำนวน 50 ไร่ ตั้งอยู่ในเขตป่าสงวนแห่งชาติป่าเลนคลองชีเหล้า – คลองท่าจีน ต.รัษฎา อ.เมือง ซึ่งอยู่ห่างจากราไวย์ ประมาณ 20 กิโลเมตร และอยู่ห่างจากหมู่บ้านชาวเลบ้านแหลมตุ๊กแกประมาณ 1 กิโลเมตร เพื่อรองรับกลุ่มชาวไทยใหม่ ซึ่งที่ผ่านมาทางจังหวัดได้ทำแปลนข้อมูลไว้แล้วแต่ปรากฏว่าชาวเลไม่ต้องการที่จะย้ายจากที่อยู่เดิม เพราะขัดกับวิถีชีวิตและความเป็นอยู่ ส่วนกรณีการแก้ไขปัญหาข้อพิพาทของชาวไทยใหม่กับทางบริษัทเอกชนนั้น ในเรื่องของพื้นที่ชายหา

สำหรับประกอบอาชีพ และเรื่องของทางเดินเพื่อไปประกอบพิธีที่บาลัย นั้นที่ผ่านมาได้มีการหารือกันมาหลายครั้งแล้วแต่ยังไม่ได้ข้อยุติ
