 ที่เวทีกลางสะพานหิน นายขจรเกียรติ รักพานิชมณี รองผู้ว่าราชการจังหวัดภูเก็ต เป็นประธานในพิธีเปิดงาน  “อปพร. เทศบาลนครภูเก็ต รวมใจเป็นหนึ่งเดียวครั้งที่ 6” โดยมี น.ส. สมใจ สุวรรณศุภพนา นายกเทศมนตรีนครภูเก็ต  นายไพศาล หิรัญจรัสพิวัฒน์ ประธานคณะกรรมการประสานงาน ศูนย์ อปพร.เทศบาลนครภูเก็ต หัวหน้าส่วนราชการ และสมาชิก อปพร. เข้าร่วม

นายไพศาล หิรัญจรัสพิวัฒน์  กล่าวว่า อาสาสมัครป้องกันภัยฝ่ายพลเรือน หรือที่เรียกกันทั่วไปว่า “อปพร.” เป็นหน่วยอาสาสมัครภาคประชาชนที่มีบทบาทสำคัญในการปฏิบัติภารกิจช่วยเหลือและสนับสนุนการปฏิบัติงานด้านการป้องกันและบรรเทาสาธารณภัยของท้องถิ่น รวมถึงภารกิจในการดูแลความสงบเรียบร้อย ดูแลความปลอดภัยในชีวิตและทรัพย์สิน ภารกิจในการอำนวยการจราจรและภารกิจอื่น ๆ ร่วมกับเจ้าหน้าที่ของรัฐ ไม่ว่าจะเป็นฝ่ายปกครอง หรือตำรวจ ด้วยจิตอาสาโดยมิได้หวังค่าตอบแทนและอามิสสินจ้างแต่อย่างใด ซึ่งการปฏิบัติหน้าที่ดังกล่าวต้องทุ่มเทกำลังกาย กำลังใจและบางครั้งต้องเสียสละทั้งเวลาและกำลังทรัพย์ส่วนตัว เพื่อดูแลความปลอดภัยต่อชีวิตและทรัพย์สินของประชาชน ซึ่งปัจจุบันอาสาสมัครป้องกันภัยฝ่ายพลเรือน (อปพร.) ถือเป็นกำลังสำคัญของภาครัฐในการปฏิบัติงานช่วยเหลือสังคมและประเทศชาติ เพื่อสร้างความมั่นคงและความปลอดภัยให้กับสังคมไทย ดังนั้นคณะกรรมการประสานงานศูนย์ อปพร. เทศบาลนครภูเก็ต จึงได้จัดทำโครงการ “อปพร.เทศบาลนครภูเก็ต  รวมใจเป็นหนึ่งเดียว” ครั้งที่ 6 ขึ้นตั้งแต่วันที่ 8 – 14 ธันวาคม  2558 ขึ้น เพื่อเป็นการเชิดชูเกียรติ เหล่าพี่น้อง อปพร.ที่ได้เสียสละทำงานเพื่อสังคม รวมถึงได้เผยแพร่ข้อมูลข่าวสาร ภารกิจ ตลอดจนกิจกรรมต่าง ๆ ของ อปพร. ไปสู่ประชาชนอย่างแพร่หลาย รวมถึงเชื่อมความสัมพันธ์และเสริมสร้างความสามัคคีให้เกิดขึ้นในหมู่มวลสมาชิก อปพร. กลุ่มอาสาสมัครจากองค์กรอื่น ๆ และส่วนราชการต่าง ๆ

นายขจรเกียรติ รักพาณิชมณี  กล่าวว่า การป้องกันและแก้ไขปัญหาสาธารณภัยที่ผ่านมา เป็นที่ยอมรับกันว่า กำลัง อปพร. ที่มีอยู่ทั่วประเทศไทยในปัจจุบัน จำนวนกว่าหนึ่งล้านคน เป็นผู้มีบทบาทอย่างสำคัญที่เข้ามามีส่วนร่วมช่วยเหลือในการระงับยับยั้งมิให้สาธารณภัยที่เกิดขึ้น สร้างความเสียหายรุนแรงบานปลายอย่างได้ผลดี ประกอบดับหลักการสำคัญในการจัดการกับสาธารณภัยคือ การเข้ามามีส่วนร่วมของภาคประชาชนอย่างแข็งขัน โดยเฉพาะอย่างยิ่งในรูปของกลุ่ม อาสาสมัคร ตั้งแต่ในภาวะก่อนภัยจะเกิดขึ้นไปจนถึงการฟื้นฟู บูรณะหลังจากเหตุสาธารณภัยได้ผ่านพ้นแล้ว
