จังหวัดภูเก็ตประชุมขับเคลื่อนแก้ไขปัญหาการออกเอกสารสิทธิและการบุกรุกที่ดินของรัฐ

เมื่อวันที่ 31 สิงหาคม 2558 เวลา 13.30 น. นายนิสิต จันทร์สมวงศ์ ผู้ว่าราชการจังหวัดภูเก็ต เป็นประธานการประชุมคณะอนุกรรมการแก้ไขปัญหาการบุกรุกที่ดินของรัฐ (กบร.) จ. ภูเก็ต ครั้งที่ 1/2558 ณ ห้องประชุมศาลากลางจังหวัดภูเก็ต เพื่อร่วมกันวางกรอบแนวทางในการออกเอสารสิทธิที่ดินให้ชัดเจน ป้องกันช่องว่างทางกฎหมายและการใช้อำนาจโดยมิชอบ ซึ่งก่อนหน้านี้ จังหวัดภูเก็ตได้รับคำแนะนำและข้อท้วงติงจากสำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ หรือ ปปช.

ประชุมได้ร่วมกันพิจารณาติดตามผลความคืบหน้าการดำเนินงานของคณะทำงาน ประกอบด้วย การตรวจสอบแนวเขตทุ่งสงวนเลี้ยงสัตว์เขาขาด บริเวณหมู่ที่ 6, 7 และ 8 ต. วิชิต อ. เมืองภูเก็ต เนื้อที่ 913 ไร่ ขณะนี้อยู่ระหว่างการดำเนินงานของสำนักงานที่ดินจังหวัดภูเก็ต โดยที่ประชุมมีมติให้สำนักงานที่ดินจังหวัดภูเก็ตร่วมกับหน่วยงานที่เกี่ยวข้องในพื้นที่ดำเนินการสำรวจและรังวัดแนวเขตในการดำเนินการออกหนังสือสำคัญสำหรับที่หลวง (นสล.) ส่วนการติดตามความคืบหน้าทุ่งสงวนเลี้ยงสัตว์เขาแดง บริเวณหมู่ 1, 2 และหมู่ 6 ต. ราไวย์ เนื้อที่ 1,723 ไร่ ผลความคืบหน้าขณะนี้อยู่ระหว่างการดำเนินงานของสำนักงานที่ดินจังหวัดภูเก็ต ที่ประชุมมอบหมายที่ดินจังหวัดภูเก็ตร่วมกับหน่วยงานที่เกี่ยวข้องดำเนินการรังวัดที่ดินต่อจากที่ดำเนินการไว้แล้ว ให้แล้วเสร็จภายในเดือนธันวาคม 2558 จากนั้นที่ประชุมได้ติดตามความคืบหน้าการตรวจสอบที่ดินแปลงโฉนดเลขที่ 16369 ต. กะรน อ. เมืองภูเก็ต ที่ได้จัดสั่งให้คณะอนุกรรมการอ่านแปลภาพถ่ายทางอากาศเรียบร้อยแล้ว อย่างไรก็ตามเพื่อความรอบคอบและสมบูรณ์มากขึ้น ที่ประชุมมีมติให้สำนักงานที่ดินจังหวัดภูเก็ตและหน่วยงานที่เกี่ยวข้องในพื้นที่ตรวจสอบหาข้อมูลเพิ่มเติม เพื่อประกอบการเสนออธิบดีกรมที่ดินพิจารณาต่อไป นอกจากนี้ที่ประชุมได้ร่วมกันพิจารณากรณีที่มีผู้ขอออกโฉนดที่ดินในเขตป่า จำนวน 70 ราย โดยมีมติให้สำนักงานที่ดินจังหวัดภูเก็ต ร่วมกับหน่วยงานที่เกี่ยวข้องในพื้นที่ดำเนินการตรวจสอบพิสูจน์เพิ่มเติมจากของเดิมและเสนอเข้าที่ประชุมคณะอนุกรรมการ กบร. เพื่อร่วมพิจารณาตามขั้นตอนต่อไป ทั้งนี้ผู้ว่าราชการจังหวัดภูเก็ตกำชับให้เร่งดำเนินการและรายงานผลความคืบหน้าโดยเร็ว
