ภูเก็ตติดตามความก้าวหน้าในการเตรียมพื้นที่การก่อสร้างโรงพยาบาลฉลอง
เมื่อวันที่ 4 ธันวาคม 2558  ที่ห้องประชุมศูนย์ปฏิบัติการกลุ่มจังหวัดภาคใต้ฝั่งอันดามัน (ห้องคอซิมบี้) นายขจรเกียรติ รักพานิชมณี รองผู้ว่าราชการจังหวัดภูเก็ต เป็นประธานการประชุมติดตามความก้าวหน้าในการเตรียมพื้นที่ก่อสร้างโรงพยาบาลฉลอง โดยมีนายแพทย์บัญชา ค้าของ นายแพทย์สาธารณสุขจังหวัดภูเก็ต นายสำราญ จินดาพล นายกเทศมนตรีตำบลฉลอง หัวหน้าส่วนราชการและกลุ่มพ่อค้า แม่ค้า ตลาดห้าแยกฉลองเข้าร่วมประชุม

นายขจรเกียรติ รักพานิชมณี กล่าวว่า ตามมติที่ประชุมวันที่ 30 พ.ย. 58 สำนักงานสาธารณสุขจังหวัดภูเก็ตได้รับงบประมาณรายจ่ายประจำปีงบประมาณ 2559 เพื่อดำเนินการก่อสร้างโรงพยาบาลฉลอง และผูกพันงบประมาณในปี 2560 ซึ่งตามผังก่อสร้างอยู่ในพื้นที่ตลาดนัด และต้องส่งมอบพื้นที่ในวันทำสัญญา ประมาณกลางเดือนธันวาคม 2558 สำหรับการหาที่ดินสร้างตลาด เทศบาลตำบลฉลอง ได้รับมอบหมายให้จัดเตรียมที่ดินแห่งใหม่ และนายแพทย์สาธารณสุขจังหวัดภูเก็ตได้แจ้งกำหนดการรื้อถอนหลังจากประกาศร่างทางเว็บไซต์สำนักงานสาธารณสุขจังหวัดภูเก็ตแล้ว จะต้องลงนามในสัญญาไม่เกินวันที่ 31 ธ.ค. 58 ตามมติ ครม.ที่กำหนดการเร่งรัดที่กำหนดการเร่งรัดการใช้จ่ายงบประมาณ การย้ายตลาดสดจะต้องย้ายก่อนวันที่ 5 ธ.ค. 58

การรื้อถอนจะต้องเตรียมการตั้งแต่กลางเดือนธันวาคมเป็นต้นไป ดังนั้นการประชุมวันนี้จึงมีวัตถุประสงค์เพื่อติดตามความก้าวหน้าในการจัดหาตลาดแห่งใหม่ให้ผู้ประกอบการ เนื่องจากมีการยื่นแถลงการณ์จากผู้ประกอบการให้แก้ปัญหาบรรเทาความเดือดร้อนที่สำนักงานสาธารณสุขจังหวัดภูเก็ตเมื่อวันที่ 1 ธ.ค. 58 ทางจังหวัดจึงได้ร่วมกับเทศบาลตำบลฉลองร่วมกันแก้ไขปัญหาดังกล่าวโดยได้มีการหาพื้นที่ที่ตั้งชั่วคราวและถาวรให้กลุ่มพ่อค้า แม่ค้าในตลาดได้มีพื้นที่ค้าขาย เพื่อบรรเทาความเดือดร้อนในช่วงแรก ส่วนในระยะยาวได้มีการหารือกับส่วนราชการที่เกี่ยวข้องในการก่อสร้างตลาดแห่งใหม่เพื่อรองรับกลุ่มพ่อค้า แม่ค้าที่ได้รับความเดือดร้อนไว้แล้ว

ด้านนายสำราญ จินดาพล กล่าวว่า ทางจังหวัดและเทศบาลตำบลฉลองไม่ได้นิ่งนอนใจในปัญหาดังกล่าว ซึ่งในส่วนของการก่อสร้างโรงพยาบาลฉลองก็ต้องดำเนินการก่อสร้างตามแผนที่กำหนดไว้เนื่องจากได้มีการผลักดันมาเป็นเวลานาน กว่าจะได้รับงบประมาณสนับสนุน และเห็นว่าการก่อสร้างโรงพยาบาลฉลองมีประโยชน์ต่อประชาชนในพื้นที่และใกล้เคียง ตลอดจนถึงนักท่องเที่ยว ส่วนปัญหาของผู้ค้าขายในพื้นที่ตนได้มีการวางแผนทั้งในระยะสั้นและระยะยาว โดยในระยะสั้นได้มีการเตรียมพื้นที่ไว้ให้แล้ว ส่วนระยะยาวได้มีการเตรียมการก่อสร้างตลาดถาวร โดยตอนนี้ได้มีการหารือกับธนารักษ์พื้นที่ภูเก็ตในการเช่าพื้นที่และได้มีการลงไปสำรวจเรียบร้อยแล้ว โดยจะดำเนินการให้เร็วที่สุด โดยสถานที่ก่อสร้างอยู่ใกล้ชุมชนขนาดใหญ่ ซึ่งในส่วนงบประมาณก็ได้มีการวางแผนไว้แล้ว โดยจะให้การก่อสร้างแล้วเสร็จโดยเร็วที่สุด ซึ่งถือเป็นการแก้ปัญหาให้แก่ผู้ค้าได้มีพื้นที่ในการค้าขายอย่างถาวรต่อไป
