ประชุม กบร. จังหวัดภูเก็ตเร่งรัดหาทางออกในพื้นที่พิพาท

เมื่อวันที่ 17 มีนาคม  2559  เวลา 14.30 น. ที่ ห้องประชุมสำนักงานที่ดินจังหวัดภูเก็ต นายโชคดี อมรวัฒน์ รองผู้ว่าราชการจังหวัดภูเก็ต เป็นประธานการประชุม คณะอนุกรรมการแก้ไขปัญหาการบุกรุกที่ดินของรัฐ (กบร.) จังหวัดภูเก็ต โดยมี นาวาเอกสถาพร วาจารัตน์ รอง ผอ. รมน. จังหวัดภูเก็ต นายภาคภูมิ อินทรสุวรรณ ปลัดจังหวัดภูเก็ต นายวัชรินทร์ เจตนาวณิชย์ เจ้าพนักงานที่ดินจังหวัดภูเก็ต และหน่วยงานส่วนราชการที่เกี่ยวข้องเข้าร่วม

การประชุมครั้งนี้ ได้มีการติดตามความคืบหน้าของการขอออกหนังสือรับรองการทำประโยชน์ ของนายสมทบ ภิรมย์ฤทธิ์ และ กบร. จังหวัดภูเก็ต มีมติที่ประชุม เชื่อว่าเฉพาะส่วนที่ปรากฏร่องรอยการทำประโยชน์ (ไม้ผล) ราษฎรได้ครอบครองทำประโยชน์มาก่อนการเป็นที่ดินของรัฐ ส่วนที่เหลือซึ่งไม่ปรากฏร่องรอยการทำประโยชน์ เชื่อว่ามีการครอบครองการทำประโยชน์ภายหลังการเป็นที่ดินของรัฐนั้น สำนักงานที่ดินจังหวัดภูเก็ต ได้รับหนังสือจาก นายสราวุธ นิยมทรัพย์ ทนายความผู้รับมอบอำนาจจาก นางสาวนภัทร ภิรมย์ฤทธิ์ กับพวก ผู้ขอรวมสิทธิการขอออก น.ส.3 ก ของ นายสมทบ ภิรมย์ฤทธิ์ แจ้งว่า มติดังกล่าวยังไม่ชัดเจน เนื่องจาก สำนักจัดการทรัพยากรป่าไม้ที่ 12 สาขากระบี่ เห็นว่ามติ กบร.จังหวัดภูเก็ต เป็นการสั่งให้กันที่ดินบริเวณที่ขอออก น.ส.3ก เฉพาะส่วนที่ปรากฏร่องรอยการทำประโยชน์ (ไม้ผล) ออกจากเขตป่าสงวนแห่งชาติได้หรือไม่ และปฏิรูปที่ดินจังหวัดภูเก็ต เห็นว่า กบร.จังหวัดภูเก็ต ไม่ได้มีมติให้ออก น.ส.3ก ให้ผู้ขอ และที่ดินบริเวณดังกล่าวนั้น ซ้อนทับกับแปลงที่ดินของสำนักงานการปฏิรูปที่ดินเพื่อเกษตรกรรม (สปก.) จึงขอให้ กบร.จังหวัดภูเก็ต ดำเนินการตามอำนาจคำสั่งคณะกรรมการแก้ไขปัญหาการบุกรุกที่ดินของรัฐได้ดำเนินการในขั้นตอนต่อไป

ในส่วนของเรื่องเพื่อทราบ การแต่งตั้งคณะทำงานตรวจสอบแนวเขตที่สงวนเลี้ยงสัตว์บ้านกู้กู (เขาโต๊ะแซะ) และที่สาธารณะฝังศพต้นประดู่นั้น จังหวัดภูเก็ตได้มีการแต่งตั้งคณะทำงานในเรื่องดังกล่าวแล้ว รวมถึงเรื่อง จังหวัดภูเก็ตได้ประสานกรมการปกครองเพื่อขอรับโอนจัดสรรงบประมาณ และกรมการปกครองได้โอนจัดสรรงบประมาณค่าเบี้ยประชุมคณะอนุกรรมการ กบร. จังหวัดภูเก็ต ประจำปีงบประมาณ 2559 เป็นที่เรียบร้อยแล้ว
