จังหวัดภูเก็ตจัดประชุมเสวนาให้ความรู้ข้อกฎหมาย ระเบียบปฏิบัติต่าง ๆ แก่นายจ้าง แรงงานต่างด้าว และส่วนราชการที่เกี่ยวข้อง เพื่อร่วมมือกันจัดการแก้ไขปัญหา ป้องกันการนำมาซึ่งการค้ามนุษย์ด้านแรงงานต่างด้าว

เมื่อวันที่ 26 สิงหาคม  2558 เวลา 10.00 น.  ที่โรงแรมเมโทรโพล ภูเก็ต จ.ภูเก็ต ดร.พัลลภ สิงหเสนี รองผู้ว่าราชการจังหวัดภูเก็ต เป็นประธานเปิดการประชุมเสวนาโครงการจัดระเบียบแคมป์แรงงานต่างด้าวและแก้ไขปัญหาการค้ามนุษย์จังหวัดภูเก็ต ซึ่งเป็นการอภิปรายร่วมของคณะวิทยากรจากหลายหน่วยงานที่เกี่ยวข้องกับการดำเนินการจัดระเบียบแคมป์แรงงานต่างด้าวและการแก้ไขปัญหาการค้ามนุษย์ อาทิ วิทยากรจากสำนักงานประมงจังหวัด สำนักงานเจ้าท่าภูมิภาค สาขาภูเก็ต ทัพเรือภาคที่ 3 สำนักงานพัฒนาสังคมและความมั่นคงของมนุษย์ หน่วยงานท้องถิ่น สำนักงานโยธาธิการและผังเมือง สำนักงานสาธารณสุขจังหวัด สำนักงานอุตสาหกรรมจังหวัด สำนักงานจัดงานหางานจังหวัดภูเก็ต ตำรวจภูธรจังหวัด ปกครองจังหวัด ตรวจคนเข้าเมืองจังหวัดภูเก็ต ฯลฯ ทั้งนี้เพื่อให้นายจ้าง /ผู้ประกอบการและแรงงานต่างด้าว สัญชาติ เมียนมาร์ ลาว และกัมพูชา รวมทั้งเจ้าหน้าที่ส่วนราชการต่างๆ ที่เกี่ยวข้องได้รับรู้ข้อกฎหมาย ระเบียบปฏิบัติต่างๆ เพื่อลดช่องว่าง และป้องกันการกระทำที่เข้าข่ายผิดกฎหมาย ตาม พ.ร.บ.ป้องกันและปราบปรามการค้ามนุษย์ พ.ศ.2551

ดร.พัลลภ สิงหเสนี รองผู้ว่าราชการจังหวัดภูเก็ต กล่าวถึงการจัดสัมมนาโครงการฯ ดังกล่าวว่า ด้วยจังหวัดภูเก็ตได้เล็งเห็นถึงความสำคัญของการแก้ไขปัญหาแรงงานต่างด้าวและการค้ามนุษย์ จึงได้จัดทำโครงการนี้ขึ้น เพื่อให้นายจ้าง /สถานประกอบการ และแรงงานต่างด้าว สัญชาติ เมียนมาร์ ลาว และกัมพูชา รวมทั้งเจ้าหน้าที่ส่วนราชการต่างๆ ที่เกี่ยวข้อง ได้ร่วมมือกันจัดการแก้ไขปัญหาต่างๆ ที่เกี่ยวข้อง โดยการจัดระเบียบแคมป์ที่พักแรงงานต่างด้าว เพื่อให้ถูกต้องตามสุขอนามัย มีความปลอดภัยในด้านต่างๆ รวมทั้งลดปัญหาการแพร่ระบาดของโรคต่างๆ ตลอดถึงยาเสพติด โดยให้นายจ้าง สถานประกอบการ และแรงงานต่างด้าว ได้รับรู้ข้อกฎหมาย ระเบียบปฏิบัติต่างๆ ที่เกี่ยวข้อง เพื่อจะได้รับรู้ถึงสิทธิ หน้าที่ ที่พึงกระทำต่อกันเพื่อลดปัญหาและป้องกันการกดขี่ ข่มเหง ซึ่งจะนำมาซึ่งการค้ามนุษย์ด้านแรงงานต่างด้าว

นายพิทูร ดำสาคร จัดหางานจังหวัดภูเก็ต กล่าวว่า จังหวัดภูเก็ต ในปัจจุบันมีนายจ้าง/สถานประกอบการที่จ้างแรงงานต่างด้าว สัญชาติ เมียนมาร์ ลาว และกัมพูชา ในขณะนี้เป็นจำนวนมากถึง 13,113 ราย และมีแรงงานต่างด้าวที่ได้รับอนุญาตให้ทำงาน จำนวน ทั้งสิ้น 78,850คน เป็นสัญชาติ เมียนมาร์ 77,362 คน สัญชาติลาว 773 คน สัญชาติ กัมพูชา 715 คน ซึ่งแรงงานต่างด้าวเหล่านี้ เป็นแรงงานต่างด้าวที่ได้รับการจดทะเบียนและอนุญาตทำงานจากศูนย์บริการจดทะเบียนแรงงานต่างด้าวแบบเบ็ดเสร็จ จำนวน 23,049 คน นายจ้างและแรงงานต่างด้าวเหล่านี้ จำเป็นจะต้องรู้ระเบียบปฏิบัติ และข้อกฎหมายต่างๆ ที่เกี่ยวข้อง เช่น กฎหมายคุ้มครองแรงงาน กฎหมายเกี่ยวกับการทำงานของคนต่างด้าว กฎหมายเกี่ยวกับประกันสังคม สิทธิหน้าที่ของนายจ้างที่พึงปฏิบัติต่อลูกจ้าง องค์ประกอบความผิดฐานการค้ามนุษย์ด้านแรงงานต่างด้าว ตลอดถึงการช่วยเหลือ เพื่อไม่ให้ตกเป็นผู้กระทำความผิด ตาม พ.ร.บ.ป้องกันและปราบปรามการค้ามนุษย์ พ.ศ.2551

นอกจากนี้ทั้งนายจ้างและแรงงานต่างด้าว จะได้รับทราบถึงแนวทางการจัดระเบียบแคมป์ที่พัก รวมทั้งการจัดการสุขอนามัย ภายในบริเวณที่พักของคนงาน ให้เกิดความปลอดภัยและป้องกันการแพร่ระบาดของยาเสพติดในบริเวณแคมป์ที่พักคนงานต่าง ๆ ได้เป็นแนวทางเดียวกัน
