ผู้การภูเก็ตขอตำรวจจราจรเพิ่มความเข้มดำเนินโครงการ “ดื่มแล้วขับ ถูกจับแน่” รวมถึงให้มีการวิเคราะห์สภาพการจราจรแต่ละพื้นที่ พื้นที่ที่เป็นจุดเสี่ยงต่อการเกิดอุบัติเหตุ เพื่อหาแนวทางป้องกันเบื้องต้น หวังลดสถิติการเกิดอุบัติเหตุช่วงไฮซีซั่น-ปีใหม่

เมื่อวันที่ 2 พฤศจิกายน 2558  ที่สำนักงานขนส่งจังหวัดภูเก็ต พล.ต.ต.ธีระพล ทิพย์เจริญ ผู้บังคับการตำรวจภูธรจังหวัดภูเก็ต พร้อมด้วยนายแพทย์วิวัฒน์ ศีตมโนชญ์ รองประธาน สอจร.กลาง ร่วมเป็นประธานการประชุมและนำเสนออุบัติเหตุที่มีผู้เสียชีวิต (Dead case conference) ครั้งที่ 2/2558 มีหน่วยงานภาคีเครือข่ายจากหน่วยงานองค์กรต่างๆ อาทิ สารวัตรจราจร จากทุกสถานีตำรวจ ผู้แทนจากสำนักงานป้องกันและบรรเทาสาธารภัย บริษัทกลางคุ้มครองผู้ประสบภัยจากรถ มูลนิธิกุศลธรรม โรงพยาบาลถลาง ป่าตอง เทศบาลนครภูเก็ต เทศบาลเมืองกะทู้ สำนักงานขนส่งจังหวัดภูเก็ต ฯลฯ ร่วมประชุม

ที่ประชุมได้มีการพิจารณาและนำเสนอพื้นที่จุดเสี่ยง สาเหตุที่เป็นจุดเสี่ยงต่อการเกิดอุบัติเหตุทางถนน ตลอดจนการแก้ปัญหาจุดเสี่ยงต่างๆ ซึ่งพบว่าสาเหตุที่เป็นจุดเสี่ยงต่อการเกิดอุบัติเหตุส่วนใหญ่ เกิดจากสภาพแวดล้อม อาทิ มีการก่อสร้างในเส้นทางจราจร ซึ่งตรงจุดนี้พบว่ามีอุบัติเหตุเกิดขึ้นบ่อยมาก มีแสงสว่างไม่เพียงพอ ฝนตก ถนนลื่น รวมถึงระบบวิศวกรรมจราจร และตัวผู้ขับขี่รถเอง ขับรถด้วยความเร็ว เมาแล้วขับ ฯลฯ

ขณะที่ พล.ต.ต.ธีระพล ทิพย์เจริญ ผู้บังคับการตำรวจภูธรจังหวัดภูเก็ต กล่าวในส่วนของการดำเนินการโครงการ “ดื่มแล้วขับ ถูกจับแน่” ซึ่งเริ่มดำเนินการกวดขันจับกุมเข้มข้นภายใต้โครงการดังกล่าว ตั้งแต่วันที่ 1 ตุลาคมที่ผ่านมา โดยกำหนดเป้าการตรวจจับผู้กระทำความผิด “เมาแล้วขับ” ให้กับสถานีตำรวจภูธรต่างๆ ดังนี้ สภ.เมืองภูเก็ต กะทู้ กะรน และสภ.ถลาง เดือนละ 20 ราย สภ.ฉลอง ทุ่งทอง และ สภ.วิชิต เดือนละ 15 ราย สภ.เชิงทะเลและสภ.ท่าฉัตรไชย เดือนละ 10 ราย และสภ.กมลา เดือนละ 5 ราย จากการตรวจจับของแต่ละ สภ.เป็นไปตามเป้าหมาย แต่ทั้งนี้ภูเก็ตกำลังเข้าสู่ฤดูกาลท่องเที่ยว และปีใหม่ ซึ่งเป็นช่วงที่มีสถิติอุบัติเหตุเกิดขึ้นค่อนข้างสูง ขอให้แต่ละ สภ.ไปวิเคราะห์สภาพการจราจรแต่ละพื้นที่ เส้นทางเสี่ยงต่อการเกิดอุบัติเหตุ เพื่อหาแนวทางป้องกันในเบื้องต้น ขณะที่การเรียกตรวจผู้ขับขี่ ไม่จำเป็นต้องตั้งจุดตรวจเสมอไป หากพบว่าเมาแล้วขับ ก็สามารถเชิญตัวมาตรวจวัดแอลกอฮอล์ในร่างกายได้ เพื่อให้เขารู้สึกว่ามีการตรวจจับอยู่ตลอดเวลา จะได้ไม่กล้าขับรถเมื่อเมาสุรา

พล.ต.ต.ธีระพล กล่าวต่อไปอีกว่า ในการดำเนินโครงการฯ ดังกล่าว นอกจากผลการตรวจจับแล้ว ต้องหวังผลในการลดอัตราการตาย ที่มีสาเหตุมาจากเมาแล้วขับด้วย เพื่อช่วยเซฟชีวิตคนขับรถบนถนน ถ้าลดอัตราการตายลงได้ จะดีมาก หวังว่าในช่วงเดือน พ.ย.-ธ.ค.58 จะมีสถิติการตรวจจับ “เมาแล้วขับ” ที่มากขึ้น รวมถึงสถิติการเกิดอุบัติเหตุด้วย ซึ่งไม่จำเป็นต้องเป็นสถิติที่เป็นคดี ให้ลงรายละเอียดทั้งหมด แล้วให้ทำรายงานเข้ามาทุกวัน เพื่อมาวิเคราะห์นำไปสู่การแก้ไขปัญหาต่อไป ซึ่งจะเป็นข้อมูลที่ถูกต้อง หน่วยงานอื่นๆ สามารถนำไปใช้ได้ด้วย
