ศรชล เขต 3 ประชุมรักษาผลประโยชน์ของชาติตามกรอบความร่วมมือในยุทธศาสตร์แผนความมั่นคงแห่งชาติทางทะเล
เมื่อวันที่ 22 ธันวาคม 2559 ที่โรงแรม รอยัล ภูเก็ต ซิตี้ อำเภอเมืองจังหวัดภูเก็ต กองบัญชาการทัพเรือภาคที่ 3 จัด การประชุม ศูนย์ประสานการปฏิบัติในการรักษาผลประโยชน์ของชาติทางทะเล เขต 3 (ศรชล.เขต 3) ครั้งที่ 1 ประจำปี งบประมาณ2560 โดยมี พลเรือตรี สุรพล คุปตะพันธ์ ผู้บัญชาการ ทัพเรือภาคที่ 3 ในฐานะผู้อำนวยการ ศรชล.เขต 3 เป็นประธานเปิดการประชุม พร้อมด้วย รองผู้ว่าราชการจังหวัดภูเก็ต กองบังคับการ ตำรวจน้ำ เจ้าหน้าที่กรมเจ้าท่า กรมศุลกากร กรมประมงกรมทรัพยากรทางทะเลและชายฝั่งรวมทั้งหน่วยงานสนับสนุนทั้งภาครัฐเอกชนและองค์กรปกครองส่วนท้องถิ่นพร้อมกันนี้ยังมีการสรุปผลการประชุม ภารกิจ หน้าที่ ของ ศรชล.เขต 3 ด้วย

ทั้งนี้ศูนย์ประสานการปฏิบัติในการรักษาผลประโยชน์ของชาติทางทะเล เขต 3 (ศรชล.เขต 3) เป็นกลไกในการประสานการปฏิบัติระหว่างหน่วยงานความมั่นคงทางทะเลในพื้นที่ฝั่งทะเลอันดามันและการประชุมมีวัตถุประสงค์เพื่อ ชี้แนวทางการดำเนินการร่วมกัน ตามกรอบความร่วมมือในยุทธศาสตร์แผนความมั่นคงแห่งชาติทางทะเล และนโยบายผู้อำนวยการ ศรชลเขต 3 ประจำปีงบประมาณ 2560 นอกจากนี้เพื่อหารือแนวทางการแก้ไขปัญหาที่เกิดขึ้นในพื้นที่โดยเฉพาะการแก้การทำประมงผิดกฎหมายขาดการรายงานและไร้การควบคุมหรือ IUU Fishing ที่มีเป้าหมายที่จะต้องสามารถปลดล็อคใบเหลืองให้ได้ภายในเดือนเมษายน 2560 รวมทั้งการปรับระดับเรื่องการค้ามนุษย์ด้วยในขณะเดียวกันเพื่อกำหนดช่องทางในการประสานการปฏิบัติในการแลกเปลี่ยนข้อมูลข่าวสารและการแจ้งและประสานการปฏิบัติระหว่างหน่วยงานต่างๆในเครือข่ายศรชล.เขต 3 รวมทั้งเพื่อชี้แจงทำความเข้าใจในการยกระดับศรชล.เขต 3 จากศูนย์ประสานงานเป็นศูนย์อำนวยการซึ่งจะ ทำให้หน่วยงานในศรชล.เขต 3 มีอำนาจและการบริหารจัดการด้านความมั่นคงทางทะเลมากยิ่งขึ้น

พลเรือตรี สุรพล คุปตะพันธ์ ผู้บัญชาการ ทัพเรือภาคที่ 3 ในฐานะผู้อำนวยการศรชล.เขต 3 กล่าวว่า ตามแผนความมั่นคงแห่งชาติทางทะเลปี 2558 ถึง 2564 กำหนดให้ทุกภาคส่วนต้องมีส่วนร่วมในการบริหารจัดการผลประโยชน์และความมั่นคงของชาติทางทะเลโดยมีศูนย์ประสานการปฏิบัติในการประสานการปฏิบัติในการรักษาผลประโยชน์ของชาติทางทะเลหรือศรชล.เขต 3เป็นกลไกในการประสานการปฏิบัติระหว่างหน่วยงานปฏิบัติทั้งหมด แยกตามนโยบายของรัฐบาลในการแก้ไขปัญหาการทำประมงผิดกฎหมายขาด รายงานและรายการควบคุมหรือIUU Fishing โดยมอบหมายให้กองทัพเรือจัดตั้งศูนย์บัญชาการแก้ไขปัญหาการทำประมงผิดกฎหมายหรือ ศปมผ.และมีผู้บัญชาการทหารเรือเป็นผู้บัญชาการมอบหมายให้ศูนย์ประสานการปฏิบัติในการรักษาพลบุรุษของชาติทางทะเลเขต 3 หรือศรชล.เขต3 ทำหน้าที่ประสานการปฏิบัติในการแก้ไขปัญหาการทำประมงผิดกฎหมายในพื้นที่ฝั่งทะเลอันดามันที่เริ่มปฏิบัติการมาตั้งแต่วันที่ 1 พฤษภาคม 2558 เป็นต้นมามีการจัดตั้งศูนย์ควบคุมการแจ้งเรือประมงผ่านเข้าออกพื้นที่จังหวัดต่างๆหรือศูนย์ PIPO และการจัดตั้งหมวดเรือเฉพาะกิจแก้ไขปัญหาการทำประมงผิดกฎหมายศรชล.เขต 3 เพื่อทำหน้าที่ ตรวจสอบและจับกุมเรือประมงที่กระทำประมงผิดกฎหมายในพื้นที่

สำหรับการประชุมในครั้งนี้ จะเกิดประโยชน์ต่อการเดินอากาศหน่วยงานในการรักษาผลประโยชน์และความมั่นคงของชาติทางทะเลในพื้นที่ฝั่งทะเลอันดามันให้มีประสิทธิภาพเกิดความเชื่อมั่นต่อประชาชนและผู้ดำเนินกิจกรรมทางทะเลก่อให้เกิดผลดีต่อภาพลักษณ์ในด้านการทำธุรกิจทางทะเลในพื้นที่ต่อไป
