ภูเก็ตเดินหน้าบริหารจัดการชายหาดภายใต้แนวคิด “Phuket Beach Model : 1 หาด 1 ประกาศ 1 แผนที่ มีหลักเขตและ 1 องค์กรดูแล”

นายจำเริญ ทิพญพงศ์ธาดา ผู้ว่าราชการจังหวัดภูเก็ต กล่าวถึงความคืบหน้าการบริหารจัดการชายหาดจังหวัดภูเก็ต ที่ได้จัดพื้นที่โซนนิ่ง 10% ให้กับผู้ที่ได้รับผลกระทบและเดือดร้อนจากการจัดระเบียบชายหาดของ คสช.ว่า จังหวัดภูเก็ตจะดำเนินการจัดระเบียบชายหาด ภายใต้กรอบแนวคิด “Phuket Beach Model : 1 หาด 1 ประกาศ 1 แผนที่ มีหลักเขตและ 1 องค์กรดูแล” โดยจะดำเนินการเรื่องนี้อย่างต่อเนื่อง ให้บังเกิดผลเป็นรูปธรรมที่ชัดเจน

ล่าสุดจังหวัดภูเก็ตได้มีคำสั่งที่ 3126/2558 ลงวันที่ 19 ตุลาคม  2558  แต่งตั้งคณะกรรมการจัดระเบียบชายหาดจังหวัดภูเก็ต ซึ่งมีองค์ประกอบมาจากตัวแทนทั้งภาครัฐ ภาคเอกชน องค์กรศาสนา และภาคประชาชน เป็นคณะทำงานเพื่อร่วมกันขับเคลื่อนและกำหนดมาตรการบริหารจัดการชายหาดในทุกมิติให้สอดคล้องกับประกาศ หรือข้อบัญญัติขององค์กรปกครองส่วนท้องถิ่น และไม่ให้มีการกระทำผิดกฎหมาย โดยเฉพาะมีคณะทำงานขับเคลื่อนการปฏิบัติงานในระดับพื้นที่ทั้ง 3 อำเภอ คณะกรรมการประชาสัมพันธ์และเสริมสร้างความเข้าใจ วางกรอบแนวทางการปฏิบัติงานตามนโยบายจัดระเบียบชายหาดจังหวัดภูเก็ตที่มีห้วงระยะเวลาการดำเนินงานที่ชัดเจน

ผู้ว่าราชการจังหวัดภูเก็ต กล่าวต่อไปว่า จังหวัดภูเก็ตได้ประชุมหน่วยงานหลักที่เกี่ยวข้องและกำหนดกรอบแนวทางการขับเคลื่อน ประชุมคณะทำงานในระดับพื้นที่ทั้ง 3 อำเภอ ประกอบด้วย อำเภอเมือง อำเภอกะทู้ และอำเภอถลาง ร่วมกันกำหนดพื้นที่โซนนิ่ง 10% มีแนวเขตกำหนดแผนผังที่ชัดเจนของแต่ละหาด มีแผนที่และป้ายประกาศข้อปฏิบัติในการใช้พื้นที่ชายหาดร่วมกัน ให้อำเภอร่วมกับท้องถิ่น ตั้งอนุกรรมการ / คณะทำงาน เพื่อช่วยกันดูแลควบคุมการใช้พื้นที่ชายหาดซึ่งเป็นพื้นที่สาธารณะและมีมาตรการบังคับใช้กฎหมายกับผู้ฝ่าฝืนหรือกระทำผิดกฎหมายอย่างเคร่งครัด

พร้อมทั้งร่วมกันกำหนดให้มีร่มสำหรับให้เช่า หรือบริการนักท่องเที่ยวจากกลุ่มอาชีพวิสาหกิจชุมชน ให้มีรูปแบบเดียวกันทุกหาด เพื่อความสวยงาม โดยตั้งงบประมาณจากท้องถิ่นหรือขอรับการสนับสนุนจากภาคเอกชนตามความเหมาะสม ขณะเดียวกันได้กำหนดมาตรการควบคุมผู้ประกอบการ กลุ่มอาชีพทุกกลุ่มให้ปฏิบัติตามระเบียบ คำสั่งและประกาศของจังหวัดภูเก็ต เพื่อให้เกิดประสิทธิภาพสูงสุดและเป็นมาตรฐานเดียวกันไม่ให้เกิดความเสียหายต่อการท่องเที่ยวและเกิดความยั่งยืนในการดำเนินงานตามนโยบายดังกล่าว โดยในวันศุกร์ที่ 6 พ.ย. นี้จะเริ่ม Kick off ที่หาดป่าตองเป็นหาดแรก
