จังหวัดภูเก็ตประชุมคณะอนุกรรมการ ป้องกันและปราบปราม การตัดไม้ทำลายป่า คปป.ระดับจังหวัด
เมื่อวันที่ 14 ธันวาคม 2559 เวลา 10.30 น. ที่ห้องประชุมสำนักงานทรัพยากรธรรมชาติและสิ่งแวดล้อมจังหวัดภูเก็ต นายเกษม สุขวารี ทรัพยากรธรรมชาติและสิ่งแวดล้อมจังหวัดภูเก็ต เป็นประธานการประชุม คณะอนุกรรมการป้องกันและปราบปรามการตัดไม้ทำลายป่าระดับจังหวัด (คปป.จ)ภูเก็ต ครั้งที่ 4/2559 โดยมีคณะอนุกรรมการและผู้เกี่ยวข้องเข้าร่วมอย่างพร้อมเพรียง
ที่ประชุมได้รับทราบคำสั่งคณะกรรมการป้องกันและปราบปรามการตัดไม้ทำลายป่าแห่งชาติที่ 2/2559 ลงวันที่ 18 ตุลาคม พ.ศ. 2559 เรื่องแต่งตั้งคณะอนุกรรมการป้องกันและปราบปรามการตัดไม้ทำลายป่าระดับจังหวัด ทั้งนี้เพื่อให้การดำเนินงานป้องกันและปราบปรามการตัดไม้ทำลายป่าเป็นไปด้วยความเรียบร้อยอย่างมีประสิทธิภาพสอดคล้องกับการปฏิบัติงานในพื้นที่และเหมาะสมกับสถานการณ์ปัจจุบันจังหวัดภูเก็ตจึงได้แต่งตั้งคณะอนุกรรมการชุดนี้ขึ้น จากนั้นที่ประชุม ได้ รับทราบผลการดำเนินงานและ สถิติคดี การจับกุมผู้บุกรุก พื้นที่ป่า ประจำปีงบประมาณ 2560 ระหว่างเดือนตุลาคม ถึงพฤศจิกายน 2559 ของแต่ละหน่วยงานที่ดำเนินงานด้านป้องกันและปราบปรามการกระทำผิดตามกฎหมายทรัพยากรธรรมชาติและสิ่งแวดล้อมรวมทั้งปัญหาอุปสรรคและแนวทางการแก้ไขจาก อุทยานแห่งชาติสิรินาถหน่วยป้องกันรักษาป่าที่ ภก. 1 ถลาง หน่วยป้องกันรักษาป่าที่ภก 2 ภูเก็ต หัวหน้าสถานีพัฒนาทรัพยากรป่าชายเลนที่ 23 ภูเก็ต และเขตห้ามล่าสัตว์ป่าเขาพระแทว ตลอดจนสรุปผลความคืบหน้าการแก้ไขปัญหาการบุกรุกทำลายทรัพยากรป่าไม้
นายเกษม สุขวารี กล่าวว่า การประชุมครั้งนี้ เพื่อติดตาม ผลการดำเนินงาน ของหน่วยงานที่เกี่ยวข้องในพื้นที่ โดยเฉพาะการบุกรุกพื้นที่ปลูกยางพารา และการดำเนินคดี ที่ได้รับแจ้งจาก หน่วยป้องกันรักษาป่าที่ ภก1 ถลาง ว่า จะมีการตัดฟันไม้ยาง พาราพื้นที่ 122 ไร่ ในวันที่ 19 ธันวาคมนี้ ตามนโยบายทวงคืนผืนป่า ซึ่งพื้นที่ดังกล่าวเป็นพื้นที่ที่มีการตรวจสอบพิสูจน์สิทธิ์ เป็นที่เรียบร้อยแล้ว ว่ามีการบุกรุกในเขตพื้นที่สวนป่าบางขนุน และทางอำเภอถลางได้ออกคำสั่งตามมาตราที่ 22 โดยจะมีการดำเนินการตัดฟันไม้ยางพาราในวันที่ 19 ธันวาคม นี้
นอกจากนี้ ที่ประชุม ได้เสนอแนะให้ผู้รับผิดชอบสวนป่าบางขนุน จัดทำกรอบแนวเขตให้ชัดเจนว่ามีหน่วยงานใดบ้างที่เข้าไปใช้พื้นที่ ส่วนไหนเป็นสวนป่าธรรมชาติ ส่วนไหนเป็นสวนป่าที่สามารถจะให้ประชาชนที่บุกรุกเข้าไปอยู่ทำกินได้ ทั้งนี้ทางคณะกรรมการ คปป.ระดับจังหวัด จะได้ นําเสนอให้กรมป่าไม้พิจารณาเพื่อเป็น แนวทางการดำเนินการ แก้ไขและป้องกันปัญหา การบุกรุกที่ดินทำกินของประชาชนต่อไป ส่วนกรณีความคืบหน้าการจัดทำ one map ของจังหวัดภูเก็ตทรัพยากรธรรมชาติและสิ่งแวดล้อม จังหวัดภูเก็ตกล่าวว่าขณะนี้เจ้าหน้าที่ได้ดำเนินการเสร็จเรียบร้อยแล้ว การจัดทำ เส้นแนวเขต one map เพื่อเป็นแนวเขตป่าเส้นเดียวกันทั้งประเทศที่ จะใช้แนวเขตเส้นเดียวกันทั้งหมด และ ขอแจ้งพี่น้องประชาชนว่าอย่าได้ตกใจหาก ที่ดินของท่านอยู่ในเขตเส้น one map ทั้งนี้ประชาชนไม่ต้องกังวลว่าที่ดินอยู่ในเขต one map เพราะจะต้องมีการพิสูจน์ทราบถึงการได้มาของเอกสารสิทธิ์ตามกระบวนการทางกฎหมายต่อไป
