ผบช.สตม.เดินทางลงพื้นที่ภูเก็ต เร่งประชาสัมพันธ์มาตรการควบคุมคนต่างด้าวที่อยู่เกินกำหนดอนุญาต ระบุหลังจากนี้ ตม.จะเร่งกวดขันชาวต่างชาติที่อยู่เกินกำหนดอนุญาตที่เหลืออยู่อย่างจริงจัง เพื่อให้ประเทศไทยมั่นคงและมีความปลอดภัยตามนโยบายรัฐบาล

เมื่อวันที่ 25 มีนาคม  2559  ที่โรงแรมโบ๊ทลากูน ห้องใบเรือ 1 ต.เกาะแก้ว อ.เมืองภูเก็ต พล.ต.ท.ณัฐธร เพราะสุนทร ผบช.สตม. เป็นประธานในพิธีเปิดโครงการประชาสัมพันธ์  “การไม่อนุญาตให้คนต่างด้าวบางจำพวกเข้ามาในราชอาณาจักร” มี พล.ต.ต.นิติพงศ์ เนียมน้อย ผบก.ตม.6 และ พ.ต.อ.สัญชัย โชคขยายกิจ ผกก.ตม.จว.ภูเก็ต และผู้เข้าร่วมโครงการฯ ผู้ประกอบด้วย ผู้ประกอบการโรงแรม มัคคุเทศก์ สถานศึกษา ผู้ประกอบการธุรกิจท่องเที่ยว มูลนิธิ บริษัท ห้างร้านต่างๆ ที่มีคนต่างด้าวอยู่ในความรับผิดชอบ เข้าร่วม

ทั้งนี้กิจกรรมโครงการฯดัวกล่าว ทางสำนักงานตรวจคนเข้าเมือง จัดขึ้น เพื่อให้ความรู้ความเข้าใจเกี่ยวกับมาตรการควบคุมคนต่างด้าวที่อยู่เกินกำหนดอนุญาต(Overstay) ซึ่งนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงมหาดไทยได้มีคำสั่ง 1/2558 ลงวันที่ 27 พ.ย.2558 เรื่องการไม่อนุญาตให้คนต่างด้าวบางจำพวกเข้ามาในราชอาณาจักร โดยมีผลบังคับใช้เมื่อวันที่ 20 มี.ค.2559 ที่ผ่านมา

พล.ต.ท.ณัฐธร เพราะสุนทร ผบช.สตม. เปิดเผยว่า ในห้วงที่ผ่านมาหลังจากมีการประชาสัมพันธ์มาตรการควบคุมคนต่างด้าวที่อยู่เกินกำหนดอนุญาต ทำให้จำนวนชาวต่างชาติที่อยู่เกินกำหนดอนุญาต ลดลงเป็นจำนวนมาก จากสถิติเดือน ต.ค.2558 มีชาวต่างชาติที่อยู่เกินกำหนดอนุญาต จำนวน 810,522 คน แต่ ณ เดือน มี.ค.2559  มีจำนวน 486,947 คน ลดลง 323,575 คน คิดเป็นร้อยละ 39.92 แสดงให้เห็นว่ามาตรการดังกล่าวมีประสิทธิภาพ สามารถลดจำนวนชาวต่างชาติที่อยู่เกินกำหนดอนุญาต ได้เป็นจำนวนมาก ซึ่งจะทำให้คดีที่เกี่ยวกับชาวต่างชาติมีจำนวนลดลงตามไปด้วย มาตรการดังกล่าวมุ่งคุ้มครองคนดีและแยกคนไม่ดีออกจากสังคม ทำให้ชาวต่างชาติที่เข้ามาและอยู่โดยถูกกฎหมายได้รับการคุ้มครอง เป็นการเสริมสร้างความมั่นคงและความปลอดภัยในชีวิตและทรัพย์สินของประชาชนตามนโยบายของรัฐบาล หลังจากนี้ ตม.จะเร่งกวดขันชาวต่างชาติที่อยู่เกินกำหนดอนุญาต ที่เหลืออยู่อย่างจริงจัง เชื่อได้ว่าจำนวนชาวต่างชาติที่อยู่เกินกำหนดอนุญาต จะมีจำนวนลดลงอย่างต่อเนื่อง

นอกจากนี้ พล.ต.ท.ณัฐธร ยังได้ขอความร่วมมือกับผู้เข้าร่วมโครงการได้นำมาตรการควบคุมคนต่างด้าวที่อยู่เกินกำหนดอนุญาต ไปถ่ายทอดให้กับชาวต่างชาติที่เกี่ยวข้องให้ทราบและตระหนักถึงมาตรการดังกล่าว รวมไปถึงมาตรการเข้มงวดในการแจ้งที่พักอาศัยของบุคคลต่างด้าว พ.ร.บ.คนเข้าเมืองฯ มาตรา 38 เพื่อเป็นการควบคุมและทำให้สามารถติดตามตัวชาวต่างชาติขณะพำนักในประเทศไทยได้

อย่างไรก็ตามมาตรการดังกล่าวจะไม่ส่งผลกระทบต่อชาวต่างชาติที่เข้ามาและอยู่โดยถูกต้องตามกฎหมาย แต่จะมุ่งเน้นบังคับใช้กับชาวต่างชาติที่เข้ามาและอยู่ในประเทศโดยผิดกฎหมาย ผู้ลักลอบทำงาน และอาชญากรข้ามชาติ เพื่อให้ประเทศไทยมั่นคงและปลอดภัยตามนโยบายรัฐบาล
