ผู้ว่าราชการจังหวัดภูเก็ตแถลงข่าวผู้ว่าพบสื่อครั้งที่ 7/2559 ห่วงใยความปลอดภัยของประชาชนทางถนนและทะเลช่วงเทศกาลสงกรานต์ประจำปี 2559

เมื่อวันที่ 8 เมษายน 2559 เวลา 10.30 น. ที่ห้องประชุมศาลากลาง จังหวัดภูเก็ต นายจำเริญ ทิพญพงศ์ธาดา ผู้ว่าราชการจังหวัดภูเก็ต เป็นประธานในการแถลงข่าวผู้ว่าพบสื่อมวลชน ครั้งที่ 7/2559 โดยกล่าวในเรื่องมาตรการความปลอดภัยทางถนนและทะเลช่วงเทศกาลสงกรานต์ประจำปี 2559

นายจำเริญ ทิพญพงศ์ธาดา กล่าวว่าสงกรานต์เป็นประเพณีอันดีงาม เป็นวันแห่งความเอื้ออาทร ความรักความผูกพัน ที่มีต่อครอบครัว ชุมชน สังคม เป็นการส่งเสริม ลด ละ อบายมุข สุราเมรัย เครื่องดื่มแอลกอฮอล์เป็นสาเหตุหนึ่งของการเกิดอุบัติเหตุจราจร เพื่อลดผลกระทบจากเครื่องดื่มแอลกอฮอล์ ป้องกันอุบัติเหตุบนท้องถนน รวมถึงปัญหาต่าง ๆ ที่เกิดจากการเมาสุรา การทะเลาะวิวาท การทำร้ายร่างกาย การล่วงละเมิดทางเพศ ซึ่งเป็นผลกระทบในขณะหรือหลังการดื่มสุราทั้งสิ้น ช่วงเทศกาลสงกรานต์ จึงขอความร่วมมือจากประชาชน/ผู้ประกอบการห้างร้าน ร้านค้าต่างๆ ในการปฏิบัติพระราชบัญญัติควบคุมเครื่องดื่มแอลกอฮอล์ พ.ศ.2551 นอกจากนี้ยังมีกิจกรรมในช่วงเทศกาลสงกรานต์ คือกิจกรรมรถบิ๊กไบค์ มหกรรมบอลลูน ซึ่งอยากให้มีความปลอดภัยมากที่สุด

พล.ต.ต.ธีระพล ทิพย์เจริญ กล่าวว่า ได้มีกำหนดจุดตรวจหลักและจุดบริการ จำนวนทั้งหมด 17 จุด ชุดเคลื่อนที่เร็ว ชุดตรวจวัดแอลกอฮอล์ 13 ชุด รวมใช้กำลังตำรวจ 819 นาย เน้นการบังคับใช้กฎหมาย ผู้ฝ่าฝืนขับรถ ขณะเมาสุราฯ และผู้ขับขี่/ผู้โดยสารรถจักรยานยนต์ที่ไม่สวมหมวกนิรภัย ซึ่งจะมีหนึ่งจุดที่เป็นจุดให้บริการอยู่ที่ท่าฉัตรไชย โดยมีตำรวจ ฝ่ายปกครอง ทหาร ดูแลให้บริการประชาชนในจุดบริการจุดนี้ และสำหรับปี 2559 นี้ ได้กำหนดสถานที่เล่นน้ำสงกรานต์(Zoning) จำนวน 7 แห่ง (เล่นน้ำสงกรานต์เฉพาะในวันที่ 13 เมษายน 59) โดยให้ทุกสถานีตำรวจในสังกัดทั้ง 10 สถานี ประสานกับอำเภอท้องที่ จัดตั้งกองอำนวยการร่วมออกคำสั่งมอบหมายหน้าที่รับผิดชอบ และการประกอบกําลัง แผนผังการจัดงาน การกำหนดเขตจำหน่าย เครื่องดื่มแอลกอฮอล์ในลักษณะเร่ขายใกล้บริเวณสถานที่เล่นน้ำสงกรานต์ ซึ่งในปีนี้ได้กำหนดสถานที่เล่นน้ำสงกรานต์ 7 แห่งดังนี้ สวนสาธารณะสะพานหิน ห้าง Lime Light Avenue หาดกะรน ซอยตาเอียด ซอยบางลา สวนสาธารณะโลมา ป่าตอง และหาดสุรินทร์ นอกจากนี้ยังมีการฝากประชาสัมพันธ์เรื่องโครงการฝากบ้านไว้กับตำรวจในช่วงเทศกาลสงกรานต์ 2559 นี้ด้วย

สำนักงานขนส่งจังหวัดภูเก็ต กล่าวว่า สำนักงานขนส่งจังหวัดภูเก็ต มีความพร้อมด้านความปลอดภัยเต็มร้อย รองรับช่วงเทศกาลสงกรานต์ 2559 ดังนี้ ได้ร่วมกับศูนย์บริการตัวแทนจำหน่ายรถ และสถานตรวจสภาพรถ จัดกิจกรรม ตรวจรถก่อนใช้ เดินทางปลอดภัย ในเขตจังหวัดภูเก็ต ได้ตั้งจุดตรวจ ณ ด่านตรวจภูเก็ต สถานีขนส่งผู้โดยสารจังหวัดภูเก็ตและด่านตรวจสี่กอทางขึ้นเขาป่าตอง ตรวจพนักงานขับรถไม่ให้เสพสารเสพติด หรือดื่มสุราขณะปฏิบัติหน้าที่ขับรถ เข้มงวดไม่ให้รถโดยสารสาธารณะดัดแปลงแก้ไขจำนวนที่นั่ง และบรรทุกผู้โดยสารเกินจำนวนที่นั่งที่กำหนด หรือให้ผู้โดยสารยืนบนรถโดยสารโดยเด็ดขาด ห้ามเก็บค่าโดยสารเกินอัตราที่กำหนด ได้ตั้งจุดตรวจสภาพความพร้อมรถยนต์สาธารณะ (มิเตอร์,ป้ายเขียว) และตรวจความพร้อมของผู้ขับรถ (แอลกอฮอล์และสารเสพติด) ณ ท่าอากาศยานภูเก็ตระหว่างวันที่ 8 ถึง 9 เมษายน 2559 และได้เพิ่มเที่ยวรถโดยสารเพื่อรองรับการเดินทางของผู้โดยสารอีก 30 % เพื่อไม่ให้มีผู้โดยสารตกค้าง

สำนักงานเจ้าท่าภูมิภาคสาขาภูเก็ต ได้กล่าวว่า ได้มีกลยุทธ์ในการอำนวยความปลอดภัยการเดินทางทางน้ำช่วงเทศกาลสงกรานต์ พ.ศ. 2559 โดยได้มีการจัดตั้งศูนย์อำนวยการความปลอดภัยทางน้ำส่วนภูมิภาค และกองอำนวยการความปลอดภัยทางน้ำสาขา พร้อมเจ้าหน้าที่ พร้อมรับแจ้งเหตุและศูนย์ประสานงานตลอด 24 ชั่วโมง พร้อมประสานการปฏิบัติงานกับพนักงานขนส่งประจำท่าเรือสาธารณะ การปฏิบัติงานขึ้นอยู่กับสำนักงานเจ้าท่าภูมิภาค และสำนักงานเจ้าท่าภูมิภาคสาขา หมายเลขโทรศัพท์รับแจ้งเหตุให้ใช้โทรศัพท์ของสำนักงานเจ้าท่าในแต่ละเขตพื้นที่เป็นหมายเลขรับแจ้งและสายด่วน 1199 ได้จัดตั้งศูนย์ความปลอดภัยทางน้ำ ณ บริเวณท่าเทียบเรืออ่าวฉลองและท่าเทียบเรือรัษฎาและจัดเจ้าหน้าที่ประจำท่าเทียบเรือที่มีผู้ใช้บริการหนาแน่นเพื่อให้บริการข้อมูลการเดินทาง แนะนำเส้นทางการท่องเที่ยวทางน้ำ อำนวยความสะดวกในการขึ้น-ลงเรือ กำกับความปลอดภัยให้กับผู้ใช้บริการด้านการขนส่งทางน้ำ และขอความร่วมมือภาคประชาชน เครือข่ายอาสาวารี ร่วมตรวจตราสอดส่องท่าเทียบเรือ หรือแหล่งท่องเที่ยวที่มีประชาชนหรือนักท่องเที่ยวที่มีบริการหนาแน่น เพื่อเพิ่มระดับความเข้มข้นในการดูแลความปลอดภัยของทางน้ำ การระวังภัย และป้องกันเหตุที่อาจจะเกิดขึ้นสำหรับผู้โดยสารเรือ

อย่างไรก็ตาม ผู้ว่าราชการจังหวัดภูเก็ต ได้กำชับในเรื่องของการป้องกันและลดอุบัติเหตุทางถนนและทางทะเล ช่วงเทศกาลสงกรานต์ปี 2559 ให้ปฏิบัติการตามมาตรการหนึ่งตำบล หนึ่งจุดตรวจ ซึ่งเป็นการนำนโยบายและแนวทางประชารัฐของรัฐบาลในใช้เป็นกลไกในการควบคุมปัจจัยเสี่ยง และให้มีการตรวจติดตามการปฏิบัติงานของแต่ละจุดตรวจอย่างเต็มรูปแบบภายใต้ มาตรการ 1 กระทรวง ห่วงใย ใส่ใจ 1 จุดตรวจ และให้ช่วยกันดูแลความปลอดภัยในช่วงเทศกาลสงกรานต์ปี 2559 นี้ให้มีอัตราการเสียชีวิตน้อยที่สุด
