เทศบาลตำบลราไวย์เปิดประชุมประชาคมเพื่อรับฟังปัญหา ความต้องการของประชาชนเพื่อจัดทำร่างแผนพัฒนาท้องถิ่นสี่ปี พ.ศ.2561-2564

เมื่อวันที่ 17 พฤศจิกายน  2559  ที่บริเวณหนองน้ำในหาน ตำบลราไวย์ อำเภอเมือง จังหวัดภูเก็ต นายอรุณ โสฬส นายกเทศมนตรีตำบลราไวย์ เป็นประธานเปิดการประชุมประชาคมเพื่อรับฟังปัญหา ความต้องการของประชาชนเพื่อจัดทำร่างแผนพัฒนาท้องถิ่นสี่ปี พ.ศ.2561-2564 โดยมีผู้เข้าร่วมประกอบด้วย นายปรีชา เจนณรงค์ ปลัดเทศบาลตำบลราไวย์ พร้อมด้วยคณะกรรมการพัฒนาเทศบาลตำบลราไวย์ สมาชิกสภาเทศบาลตำบลราไวย์ ผู้นำท้องถิ่น กำนัน ผู้ใหญ่บ้าน ผู้นำศาสนา ผู้ทรงคุณวุฒิ กลุ่ม องค์กรต่างๆ หน่วยงานภาครัฐ และตัวแทนประชาคม จำนวน 250 คน เข้าร่วม

การจัดการประชุมประชาคมในครั้งนี้ สืบเนื่องจากตามที่มีการแก้ไขเพิ่มเติมระเบียบกระทรวงมหาดไทย ว่าด้วยการจัดทำแผนพัฒนาองค์กรปกครองส่วนท้องถิ่น พ.ศ.2548 ฉบับที่ 2 พ.ศ.2559 ทำให้องค์กรปกครองส่วนท้องถิ่น สามารถจัดทำแผนพัฒนาสี่ปีสอดคล้องกับแผนพัฒนาจังหวัดที่กำหนดให้มีระยะเวลาสี่ปี เช่นเดียวกับแผนพัฒนาอำเภอ 4 ปี โดยนำกรอบยุทธศาสตร์การพัฒนาของจังหวัด ( Top- Down ) มาประมวลกับความต้องการของประชาชนในพื้นที่ (Bottom – Up ) คือแผนชุมชน แผนพัฒนาหมู่บ้าน แผนพัฒนาท้องถิ่นโดยผ่านเวทีประชาคม ทั้งนี้ เพื่อให้เป็นไปตามระเบียบ เทศบาลตำบลราไวย์ จึงได้จัดเวทีประชาคมระดับตำบลขึ้น เพื่อให้การจัดทำแผนพัฒนาสี่ปี พ.ศ.2561-2564 และปรับปรุงแก้ไขเพิ่มเติมแผนพัฒนาสามปี พ.ศ.2560-2562 โดยมีวัตถุประสงค์คือ เพื่อเป็นกรอบและแนวทางในการพัฒนาของเทศบาลตำบลราไวย์ เพื่อส่งเสริมการมีส่วนร่วมของประชาชนในการร่วมกันคิด ร่วมกำหนดกิจกรรม เพื่อแก้ไขปัญหา และตอบสนองความต้องการของประชาชนในพื้นที่ เพื่อให้การพัฒนาท้องถิ่นเป็นไปอย่างมีประสิทธิภาพ เกิดการบูรณาการการร่วมกันระหว่างชุมชน หน่วยงานภาครัฐในพื้นที่ เพื่อแสดงความเชื่อมโยงและสอดคล้อง ระหว่างแผนพัฒนาสี่ปีและงบประมาณรายจ่ายประจำปี ซึ่งสามารถนำโครงการต่าง ๆ ไปดำเนินการได้ทันทีเมื่อได้รับงบประมาณ

ผลจากการรวบรวมปัญหาและความต้องการ จากการประชุมมี 6 ประเด็น ประกอบด้วย 1.ด้านการศึกษา  2.ด้านคุณภาพชีวิตและสังคม  3.ด้านเศรษฐกิจและการท่องเที่ยว  4.ด้านสาธารณสุขและสิ่งแวดล้อม  5. ด้านโครงสร้างพื้นฐานและ  6. ด้านการเมืองการบริหาร โดยทางเทศบาลตำบลราไวย์จะนำข้อมูลที่ได้รับในครั้งนี้ ไปพิจารณาจัดทำแผนพัฒนาท้องถิ่นสี่ปี พ.ศ.2561-2564 ของเทศบาลตำบลราไวย์ เพื่อแก้ไขปัญหาและความต้องการของประชาชนในพื้นที่ได้ตรงจุดต่อไป
