การฝึกอบรมเชิงปฏิบัติการ “สร้างเมืองคาร์บอนต่ำ เมืองจักรยาน และเมืองรู้สู้ภัยพิบัติ  สู่ท้องถิ่นสุขภาวะที่น่าอยู่อย่างยั่งยืน” ภายใต้โครงการภูเก็ตมุ่งสู่เมืองคาร์บอนต่ำ (Phuket Lowcarbon City)  

เมื่อวันที่ 10 พฤษภาคม  2559 เวลา 09.00 น. นางสาวสมใจ  สุวรรณศุภพนา นายกเทศมนตรีนครภูเก็ต เป็นประธานพิธีเปิดการฝึกอบรมเชิงปฏิบัติการ “สร้างเมืองคาร์บอนต่ำ เมืองจักรยาน และเมืองรู้สู้ภัยพิบัติ        สู่ท้องถิ่นสุขภาวะที่น่าอยู่อย่างยั่งยืน” ภายใต้โครงการภูเก็ตมุ่งสู่เมืองคาร์บอนต่ำ (Phuket Lowcarbon City) พร้อมด้วยนายกวี  ตันสุคตานนท์ นายถาวร จิรพัฒนโสภณ รองนายกเทศมนตรีนครภูเก็ต นายพงษ์สิงห์ ณ นคร ประธานสภาเทศบาลนครภูเก็ต ที่ปรึกษานายกเทศมนตรีนครภูเก็ต สมาชิกสภาเทศบาล หัวหน้าส่วนราชการ พนักงานและลูกจ้าง เทศบาลนครภูเก็ต เข้าร่วม โดยได้รับเกียรติจากคุณสมชาย จริยเจริญ ที่ปรึกษาคณะกรรมาธิการและสิ่งแวดล้อม สมาคมสันนิบาตเทศบาลแห่งประเทศไทย คุณธารี กาเมือง ผู้จัดการโครงการสร้างเมืองคาร์บอนต่ำ เมืองจักรยาน และเมืองรู้สู้ภัยพิบัติ คุณสมพล  เตียวตระกูล ผู้อำนวยการกองสาธารณสุขและสิ่งแวดล้อม เทศบาลเมืองพิจิตร เป็นวิทยากร ณ ห้องประชุมโรงแรมเพิร์ลภูเก็ต

นางสาวสมใจ  สุวรรณศุภพนา นายกเทศมนตรีนครภูเก็ต กล่าวว่า การดำเนินงานของเทศบาลที่ผ่านมาในการลดโลกร้อน การบริหารจัดการขยะมูลฝอย การบำบัดน้ำเสีย การสร้างเลนส์จักรยาน การปรับปรุงโครงสร้างพื้นฐานของเมือง เพื่อรับมือกับปัญหาน้ำท่วม การทำลายแหล่งเพาะพันธ์ยุงลาย ป้องกันปัญหาไข้เลือดออก ล้วนเกี่ยวข้องกับยุทธศาสตร์เมืองที่มีการพัฒนาแบบคาร์บอนต่ำ เมืองที่มีการใช้การเดินทางโดยไม่ใช้เครื่องยนต์ และเมืองที่มีการเตรียมความพร้อมเพื่อรับมือกับผลกระทบของการเปลี่ยนแปลงสภาพภูมิอากาศ ซึ่งกิจกรรมต่างๆ เหล่านี้มีอยู่ในการปฏิบัติงานและการให้บริการตามบทบาทหน้าที่ของแต่ละสำนัก/กอง

เทศบาลนครภูเก็ต จึงได้เชิญวิทยากรที่มีความรู้ ความชำนาญ และประสบการณ์ในการปฏิบัติงานจริงของท้องถิ่น บอกเล่าแนวคิด การวางแผน ตัวอย่างโครงการที่ประสบความสำเร็จ ปัญหา อุปสรรคและแนวทางแก้ไขในการบูรณาการแผนงาน/โครงการสร้างเมืองคาร์บอนต่ำ เมืองจักรยาน และเมืองรู้สู้ภัยพิบัติ เพื่อสร้างความเข้าใจให้บุคลากรของเทศบาลสามารถเชื่อมโยงประเด็นยุทธศาสตร์ดังกล่าวเข้าสู่แผนพัฒนาของเทศบาลนครภูเก็ตได้ต่อไป

นายธวัชชัย  ทองมั่ง ปลัดเทศบาลนครภูเก็ต กล่าวว่า ตามที่เทศบาลนครภูเก็ต ได้รับคัดเลือกเป็นองค์กรปกครองส่วนท้องถิ่นที่มีศักยภาพในการพัฒนาให้เป็น “ต้นแบบ” เมืองคาร์บอนต่ำ เมืองจักรยาน และเมืองรู้สู้ภัยพิบัติ ซึ่งเป็นการขับเคลื่อนท้องถิ่นไทยสู่สังคมคาร์บอนต่ำ และรู้สู้ภัยพิบัติ ระหว่างสมาคมสันนิบาตเทศบาลแห่งประเทศไทย องค์การบริหารจัดการก๊าซเรือนกระจก (องค์การมหาชน) ชมรมจักรยานเพื่อสุขภาพแห่งประเทศไทย และสำนักงานเพื่อลดความเสี่ยงจากภัยพิบัติแห่งสหประชาชาติ (United Nation Office for Disaster Risk Reduction, UNISDR) โดยมุ่งหวังจะสร้างรูปแบบการพัฒนาท้องถิ่นให้เหมาะสม สามารถรับมือการเปลี่ยนแปลงทางด้านสิ่งแวดล้อม รวมทั้งเป็นแกนหลักในการประสานงานเครือข่ายและเชื่อมโยงภาคส่วนต่างๆ ในระดับพื้นที่ได้อย่างมีประสิทธิภาพ โดยเน้นใน 3 ประเด็นยุทธศาสตร์ ได้แก่ เมืองมีการพัฒนาแบบคาร์บอนต่ำ เมืองที่มีการใช้การเดินทางโดยไม่ใช้เครื่องยนต์ และเมืองที่มีการเตรียมความพร้อมเพื่อรับมือกับผลกระทบของการเปลี่ยนแปลงสภาพภูมิอากาศ

การพัฒนาบุคลากรเทศบาลนครภูเก็ต ให้มีความรู้ ความเข้าใจ สามารถเชื่อมโยงประเด็นยุทธศาสตร์เมืองมีการพัฒนาแบบคาร์บอนต่ำ เมืองที่มีการใช้การเดินทางโดยไม่ใช้เครื่องยนต์ และเมืองที่มีการเตรียมความพร้อมเพื่อรับมือกับผลกระทบของการเปลี่ยนแปลงสภาพภูมิอากาศ มาบูรณาการแผนงาน/โครงการเข้าสู่แผนพัฒนาของเทศบาล สร้างกรอบแนวคิดและแนวปฏิบัติของผู้บริหาร พนักงานและเจ้าหน้าที่ในทุกส่วนงานของเทศบาล ให้ตระหนักถึงการปล่อยก๊าซเรือนกระจกที่น้อยลง และการเตรียมพร้อมรับมือกับผลกระทบ ในการปฏิบัติงานและการให้บริการของทุกภารกิจงานของเทศบาลนครภูเก็ต จึงได้จัดกิจกรรมฝึกอบรมเชิงปฏิบัติการ “สร้างเมืองคาร์บอนต่ำ เมืองจักรยาน และเมืองรู้สู้ภัยพิบัติ สู่ท้องถิ่นสุขภาวะที่น่าอยู่อย่างยั่งยืน” ให้กับผู้บริหาร พนักงานเทศบาล พนักงานครูเทศบาล ลูกจ้างประจำ และพนักงานจ้าง จำนวน 100 คน โดยมีวัตถุประสงค์ เพื่อสร้างความรู้ ความเข้าใจ และความตระหนักให้บุคลากรของเทศบาล สามารถเชื่อมโยงประเด็นยุทธศาสตร์เมืองมีการพัฒนาแบบคาร์บอนต่ำ เมืองที่มีการใช้การเดินทางโดยไม่ใช้เครื่องยนต์      และเมืองที่มีการเตรียมความพร้อมเพื่อรับมือกับผลกระทบของการเปลี่ยนแปลงสภาพภูมิอากาศ บูรณาการเข้าสู่แผนพัฒนาของเทศบาลได้ และเพื่อสร้างการมีส่วนร่วมในการวางแผนและกำหนดเป้าหมายเพื่อมุ่งสู่เมืองคาร์บอนต่ำ เมืองจักรยาน และเมืองรู้สู้ภัยพิบัติ สำหรับการปฏิบัติงานและการให้บริการของแต่ละสำนัก/กอง
